The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person‑centered, and recovery‑oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. Position: Peer Recovery Specialist III Provide peer support services to adults experiencing serious mental illness and/or substance use challenges; demonstrate proficiency in personal recovery skills and utilizing coping skills in order to serve as a role model of recovery; assist consumers in accessing needed psychiatric treatment, housing, medical, social, educational, vocational, and other supports; advocate for individuals receiving mental health and/or substance use services; assist individuals in creating a foundation in recovery; promote self‑determination and personal growth by assisting individuals identify personal goals; perform street and event outreach; provide education in relation to emotional, spiritual, intellectual, physical, environmental, financial, occupational, and social wellness; assist in crisis intervention; complete clinical documentation in accordance with agency guidelines.

Department Hiring Salary Range Salary Range:

$47,262 - $54,234

Essential Functions (Responsibilities)

Role model recovery by maintaining personal recovery, consistent self‑care, and utilizing coping skills.

Conduct outreach to individuals in the city of Norfolk; develop relationships with persons experiencing mental illness, substance use challenges, and homelessness.

Assist individuals in building meaningful social ties within the community.

Link to services, resources, and supports, including psychiatric treatment, housing, entitlements, medical care, food, skill training, etc.

Assist the individual directly, which may include transportation, to obtain needed resources; advocate for the consumer while empowering independence.

Coordinate services and service planning with other providers; obtain clinical documentation as necessary.

Ensure self‑determination of the individual by meeting them where they are at, providing multiple pathways to treatment and recovery, and advocating on the individual's behalf when requested.

Facilitate groups to provide recovery and wellness education and social interaction.

Provide peer support services within NCSB Peer Recovery Drop‑in Center.

Maintain the Norfolk Warm Line as needed to provide support and resources.

Attend outreach events to advocate on a community level and provide information to those outside of the NCSB.

Provide practical guidance and education; encourage compliance with treatment, discuss relapse prevention strategies, stress management, resolve critical situations, and link to emergency services as needed.

Maintain chart documentation that follows agency guidelines and state regulations; ensure documentation substantiates billing and records direct consumer‑related services daily.

Comply with HIPAA, mandated reporting of abuse and neglect, consumer confidentiality, and other consumer rights; maintain clinical data.

Attend agency staff meetings, case review meetings, supervisory meetings, and training as required.

Perform related work as assigned.

Education & Experience High School Diploma or GED.

Two years of experience working with consumers with mental health and substance use challenges.

Personal Recovery Plan in self‑demonstrated recovery.

Additional Information & Requirements

Valid driver’s license.

Completion of the DBHDS 72‑Hour Peer Recovery Specialist Training.

Registered and Certified Peer Recovery Specialist issued by the Virginia Certification Board.

Certified or able to be certified in Basic Life Support and first aid training within the first 30 days of employment (preferred).

Working Hours Full‑time, Monday‑Friday 8:30 AM – 5:00 PM, rotating weekend hours and on‑call for warm line coverage.

Retirement contributions: Five percent of salary contributed toward retirement benefit for employees hired Oct 5 2010 or later under the City of Norfolk Retirement System; five percent for employees hired Jan 1 2022 or later under the Virginia Retirement System.

The Tuition Assistance Program is available to permanent full‑time, permanent part‑time, and certain special‑project employees after six months of continuous service and enrollment at an accredited institution.
