Senior Director, External Business Services
Basic Function
Under the general direction of a cabinet member, direct, supervise and coordinate the external business operations; provide business advice and make financial decisions on behalf of the direct‑service districts that promote long‑term financial solvency and legal compliance in business‑related areas, design and implement internal control procedures; supervise and evaluate the performance of assigned personnel.
Representative Duties
Analyze the fiscal impact of new and/or proposed legislation on the financing of programs and provide related advice and guidance to District administrators and staff.
Analyze the impact of new and/or proposed legislation on payroll and retirement compliance and provide related advice and guidance to District administrators and staff.
Collect, prepare and organize data to be used in bargaining unit negotiations and personnel cost related decisions; participate in negotiations as requested.
Develop and oversee External Business Services policies, accounting standards, and business practices; collaborate with district administrators and staff.
Develop budget assumptions, guidelines and instructions for the direct‑service district administrator’s review and approval; review and approve budget changes within preset guidelines; monitor and analyze budgets on a regular and consistent basis.
Assist the Cabinet member in reviewing and analyzing district budgets and financial records to fulfill SCOE’s AB1200 role of fiscal oversight; meet with district Governing Board members, Superintendent, Chief Business Official and/or fiscal support staff as necessary and appropriate.
Locate and compile data and prepare financial reports and statistical summaries such as the annual budget report; perform special financial or budgetary studies as requested for direct‑service district administrators.
Plan, organize and control a variety of departments, projects, and activities in the Business Services Division related to the function assigned.
Provide technical advice and coordinate business management services to programs; interpret and provide guidelines, applicable regulations and policy provisions; assist in the formulation and development of policies, procedures and programs; respond to concerns and requests for information.
Provide technical expertise, information and assistance to district administrators regarding financial, facility, payroll and retirement compliance activities; advise the Cabinet member of trends or problems and recommend appropriate action.
Coordinate and assist external auditors and external agency reviewers during the annual audit or review of direct‑service district operations; prepare management narrative for annual audit; respond to auditors in their review of financial records.
Interview, select, supervise and evaluate the performance of assigned staff; coordinate and direct employee assignments and review work to ensure compliance with established plans, strategies, standards, requirements and procedures as needed; work with employees to correct identified deficiencies; review recommended transfers, reassignments, disciplinary actions and/or termination.
Train and provide work direction and guidance to assigned personnel; assign duties and review work to ensure accuracy and completeness.
Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information.
Represent the area assigned to the County Office, State and federal officials as requested; make presentations to associations, community groups and others regarding County Office matters and assigned subject or program areas.
Serve as liaison and resource person between the County Office and various local, state and federal entities.
Serve as the business advisor to county districts; keep them informed as to business matters that impact their operation and budget.
Assist the county districts and charters in their business activities.
Conduct, attend, and participate in a variety of assigned meetings, committees, conferences, in‑services and/or special events.
Maintain a safe work environment.
Operate a variety of office equipment, including but not limited to a computer and assigned software applications.
Perform related duties as assigned.
Knowledge of
Best practices of planning, organization and direction of activities of a large and varied department; proper accounting systems and procedures.
Federal, state and county laws, rules and regulations related to school finance, accounting procedures, facilities, fiscal reporting, school payroll and benefits, school retirement, human resource practices, leave accounting, payroll taxation and other areas relative to the unit.

Education and Experience Any combination equivalent to: Bachelor’s Degree in Accounting, Business Administration, or related field and seven years increasingly responsible business experience in a school district or county school office including one year of supervisory experience.
Licenses and Other Requirements Employees must arrange their own transportation; if using own vehicle in the course of employment, must have proof of insurance. Valid Driver’s license.
Environment Office environment; driving a vehicle to conduct work.
