
CONTRACT SPECIALIST

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:
This is a Contract Specialist, GS-1102-7/9/11 position located in Tulsa, OK. This may be filled at the GS-07 or 09, with promotion potential to the GS-11 or filled at full performance GS-11 level. Promotion to the full performance grade level is at the discretion of management.
Duties
Serve as contract specialist responsible for pre-award and post-award functions for a variety of supply, service, A-E, and construction contracts
Formulates the contracting approach to be taken that will best satisfy the requirement
Provides guidance in the development of the statement of work and data requirements, determines the type of contract best suited to the requirement, and develops special clauses and terms and conditions applicable to the solicitation.
Responds to inquiries, including formal protests and congressional inquiries.
Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports.
Terminates contracts for default or convenience and negotiates settlements.
Negotiates settlements for changes, approves contract payments, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position
Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years
Practitioner Career Level Certification must be met within 5 years.
Advanced Career Level Certification must be met within 4 years.
