DESCRIPTION OF ASSIGNMENT/DUTIES : The incumbent works under the supervision of the Army Geospatial Chief of Contracting Chief and/or Branch Chief for the Army Geospatial Center. Serves as Senior Contract Specialist or Contracting Officer and Negotiator for acquisition planning, execution and contract administration for all types of contracts, operation and maintenance, research and development, and other procurement army supporting geospatial and IT systems. Duties include performing all necessary acquisition functions in accordance with FAR, DFARS, AFARS, and all other applicable regulations and policies.

Acquisition planning: Develops complete acquisition packages and implements long‑term and short‑term acquisition strategies. Provides expert guidance for procurement documents and coordinates all acquisition planning materials. Establishes procurement objectives focused on competition and pricing, while designing the contractual framework with relevant policies and conditions. Collaborates with technical staff to ensure solicitations lead to technically sound contracts that meet customer needs. Advises personnel and project managers in acquisition meetings, exploring innovative contracting methods to achieve program goals. Assists in drafting performance work statements, statements of work, source selection documents, and all solicitation materials. Organizes pre‑proposal conferences with industry representatives to clarify requirements.

Acquisition Execution: Prepares and issues solicitations, requests for proposals, Justifications and Approvals, and negotiates terms, conditions, and pricing. Conducts price and cost analyses, formulating negotiation strategies based on technical assessments. Acts as the Contract Specialist/Contracting Officer and Government representative during complex contract negotiations that significantly impact AGC. Effectively leads discussions between the Government, requiring activities, and support elements to establish a unified position or agreement.

Contract Administration: Manages complex administration in compliance with procurement regulations, oversees contract administration services by other agencies, executes necessary contractual modifications, and ensures contract performance meets delivery requirements. Conducts contract closeout processes in the contract writing system and electronic database, including executing de‑obligations, coordinating with agencies to verify audit rates, and completing required closeout documentation for release.

Applicant Qualifications Basic Requirement

(Note: you must attach a copy of your transcripts): Must submit a copy of your transcripts and DAWIA Contracting Certification. Required to fill out an OGE‑450 upon hire.

Experience Requirement Applicants must have at least one (1) year of specialized experience equivalent to the GS‑12 level in 1102 series that demonstrates Contract Specialist duties. Specialized experience must include most of the following:

Ability to manage all phases of the acquisition process executing on‑time and on‑budget.

Strong communication and negotiation skills for engaging with a wide range of public and private stakeholders on terms, conditions, and price.

Strong technical skills to perform complex administration required by procurement regulations and proven record of price and cost analysis.

Conditions of Employment

One‑year probationary period may be required.

This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Secret security clearance.

The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.

The incumbent of this position must be a registered professional and hold a DAWIA certification in Contracting.
