Position Overview / Duties Major Duties and Responsibilities:
Leads complex, mission‑critical acquisitions: Serves as a senior journey‑level Contract Specialist with primary responsibility for planning, soliciting, evaluating, negotiating, and awarding the District’s most complex, high‑dollar Construction and Architect‑Engineer contracts in support of Military, Civil, and Work‑for‑Others programs, including Army, Air Force (and their Non‑appropriated Fund Activities), Navy, Coast Guard, Recruiting Commands, FAA, FHA, EPA, DOE, and major dam projects (e.g., Chief Joseph, Libby, Albeni Falls, Mud Mountain); requirements typically involve complex site investigations, field studies, design and construction, and highly specialized Architect‑Engineer services procured in accordance with Brooks Act procedures and other unique, technically complex design/construction needs.
Develops and executes acquisition strategies: Conducts extensive pre‑award planning for highly specialized and sensitive requirements; develops acquisition and source selection strategies, prepares solicitation and source selection documentation, leads evaluation boards and negotiations, and recommends best‑value award decisions.
Administers contracts through completion: Performs post‑award contract administration for complex contracts and task orders, to include monitoring performance, conducting cost and price analyses, negotiating contract modifications and equitable adjustments, resolving performance issues, approving payments, and executing closeout or terminations as appropriate.
Serves as a contracting advisor: Functions as a primary contracting authority and subject‑matter expert on multi‑disciplinary project teams; advises technical and program personnel on contracting matters, implements and documents innovative contracting methods, conducts post‑award compliance reviews, and provides guidance to junior contracting staff and Contracting Officer’s Representative.
Qualifications Requirements: To qualify, you must meet the education and/or experience requirements described below. This education and/or experience must be described/reflected in your resume and/or transcripts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Minimum Education Requirement: Basic Requirement for Contracting Series, 1102 Basic Requirement For Contract Specialist
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS‑1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
Minimum Qualifications For The GS‑12 Specialized Experience:
One year of specialized experience which includes performing pre‑award AND post award functions including FOUR of the following: negotiation, price analysis, acquisition strategy, contract administration, customer service, market research, and contract closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 United States or its possessions to operate motor vehicles.

Security Clearance Level: Not Required.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
