Introduction : Serves as Lead Contract Specialist and Contracting Officer in the Contracting Execution Branch, responsible for the management, coordination, direction, review, and execution of contracting actions in support of a large civil works program. Description of Assignment/Duties : You will perform as a Lead Contract Specialist and Contracting Officer within the St. Louis District Contracting Division. The duties under this vacancy are the following: Assist the Branch Chief in planning, scheduling, and assigning the work of the Contracting Branch. Establish priorities and deadlines for the Contracting Branch. Review the work of others. Prepare workload forecasts, contract status reports, and metrics for submission to the District Contracting Chief. Perform contract pre‑award and post‑award functions. Lead a group of Contract Specialists, Interns, and Procurement Specialists actively engaged in soliciting, awarding, administering, terminating, and closing out firm fixed price and cost type contracts awarded to various contractors. Award and administer cost and fixed price contracts. Provide instruction and training to others in the performance of their duties. Maintain an unlimited warrant. Salary Note : Salary indicated in this announcement will be adjusted for the selected duty location. Location Negotiable : Applicant must be able to work in a government facility. Qualifications

Basic Requirement for 1102 Series Degree: Bachelor's degree (or higher) from an accredited institution authorized to grant baccalaureate degrees. OR Exemption: Exempt from the education requirement if (A) a current civilian employee in DoD who occupied GS‑1102 or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; or (B) a current military member who occupied a similar occupational specialty to GS‑1102 on or before September 30, 2000. In addition to meeting the basic requirements above, to qualify for this position you must also meet the following specialized experience requirement: Applicants must have at least one (1) year of specialized experience equivalent to the GS‑12 or NH‑II level that demonstrates advanced technical leadership. The experience must include:

Management, leadership, coordination, and direction of contracting products. Advising Project Delivery Teams on unique acquisition issues. Reviewing work of subordinate employees for quality and compliance. Experience with large Civil Works Construction projects. Providing one‑on‑one and team training. Some federal jobs allow substitution of education for the required experience; for this job, experience alone is required. Competencies Needed for the Position

One‑year probationary period may be required. Business travel required 5% of the time. There is a 2.5% team lead differential. Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees. Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non‑Sensitive‑No access security clearance. The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter. Proof of U.S. Citizenship is required. This position is Exempt from the Fair Labor Standards Act. Nepotism: Under 5 USC §3110, an individual may not be appointed into a position if the position is under the supervisory chain of command of a relative.
