Position Overview/Duties Major Duties and Responsibilities:
Plan and Execute Complex Acquisitions: Serves as a warranted Contracting Officer with independent authority to plan, negotiate, award, and administer contracts for multi‑million‑dollar, high‑visibility programs of national scope. Leads all phases of the procurement lifecycle, including acquisition strategy development, solicitation preparation, source selection, and final award.
Lead Negotiations and Technical Collaboration: Serves as lead negotiator for complex acquisitions, developing negotiation strategies, coordinating with technical experts, and ensuring fair and reasonable pricing. Provides expert advice to senior program officials and technical staff on contracting methods, regulatory requirements, and innovative acquisition approaches.
Manage Post‑Award Contract Performance: Oversees contract administration from award through closeout, monitoring contractor performance, approving payments, resolving issues, and executing modifications, terminations, or equitable adjustments as needed. Ensures compliance with applicable laws, regulations, and contract terms to protect the Government’s interests.
Serve as Senior Contracting Authority and Advisor: Provides authoritative interpretation and direction on federal and agency procurement policies and procedures. Represents the District in contractual matters with contractors, other government agencies, and senior USACE officials. Decisions and recommendations directly influence high‑value programs and shape procurement policy and precedent.

To qualify, you must meet the education and/or experience requirements described below. This education and/or experience must be described/reflected in your resume and/or transcripts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement For Contract Specialist
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; or (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
Minimum Qualifications For The GS-13
Specialized Experience: One year of specialized experience which includes performing pre‑award, post‑award, contract price/cost analysis and negotiations for Construction, Operations and Maintenance (O&M), Services, Supplies or Architect Engineering (A-E) projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
