Telework
This position may be eligible for telework for applicants who reside in Minnesota (or a bordering state within 50 miles of the office location). Employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live more than 50 miles away, with supervisory approval and satisfactory performance, are eligible to telework up to 100% of the time.

The Communications Manager provides strategic leadership and direction for MNsure’s communications, marketing, and creative functions. This role oversees agencywide communication planning, supervises the Communications and Marketing Team, and serves as a key advisor and support to the CEO, Executive Team, and Senior Director of Public Affairs.
Responsibilities
Lead the development, implementation, and evaluation of MNsure’s agencywide strategic communications and operational plans.
Provide direct supervision, coaching, and performance management for communications and creative staff.
Oversee external communications, including media relations, stakeholder engagement, and public-facing messaging.
Serve as MNsure’s primary point of contact for media outlets; draft press releases, talking points, opinion pieces, and executive communications.
Manage multiple statewide communication projects, including oversight of MNsure’s annual paid marketing campaigns.
Collaborate with the Senior Director of Public Affairs to plan for human and technical resources needed to meet current and long-range communication goals.
Support MNsure’s government affairs functions during the legislative session, including monitoring committee hearings and preparing talking points, presentations, and testimony for executives.
Partner with internal teams and external stakeholders—including navigator and broker organizations and other state agencies—to ensure consistent messaging and alignment with MNsure’s strategic vision.
Champion agencywide communication efforts that foster collaboration, transparency, and a shared commitment to MNsure’s mission and values.
Minimum Qualifications
Three (3) years of professional experience in communications, public relations, marketing, journalism, public affairs, or a closely related field.
Experience supervising staff, assigning work, and providing performance feedback.
Experience developing and implementing communication plans, campaigns, or strategies for a public-facing organization.
Experience drafting and editing written materials such as press releases, talking points, executive communications, or public statements.
Experience coordinating or managing media relations, including responding to media inquiries or serving as a spokesperson.
Experience managing multiple concurrent projects with competing deadlines.
Experience collaborating with internal and external stakeholders to support organizational goals.
Preferred Qualifications
Experience working in a government, public sector, or highly regulated environment.
Experience supporting legislative or government affairs functions, including preparing testimony, presentations, or talking points for leadership.
Experience managing or overseeing paid marketing or public awareness campaigns.
Experience leading crisis communication efforts or developing rapid-response messaging.
Experience working with diverse stakeholder groups such as community organizations, brokers, navigators, or partner agencies.
Experience developing communication strategies that support organizational culture, employee engagement, or internal communications.
Strong analytical and strategic thinking skills with the ability to translate complex information into clear, accessible messaging.
Ability to build and maintain effective working relationships with executives, staff, media, and external partners.
