In this position you will provide HR leadership and contribute to the advancement of the DOC's mission and objectives by performing a variety of advanced professional personnel management functions and services. The position provides HR consultation in support of a Regional Human Resources Director to administer the functional responsibilities of the department. You will serve as a business partner with executive management, directors, supervisors and managers, outside agency partners and with labor union representatives and leaders. You will be responsible for consulting, advising and recommending solutions to employees and management on a range of employee relations matters such as: Performance management Labor Relations Bargaining unit contract, legal, and policy compliance Conducting investigations and responding to grievances Developing and leading HR trainings Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval. Minimum Qualifications Three (3) years of human resources experience demonstrating expertise and skill in labor relations and consultation including several of the following areas: contract/pay plan interpretation, grievance administration, performance management, conducting employment investigations, developing/conducting trainings, and policy development/revision. A bachelor's or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of either experience requirement described above. Applicants meeting the above qualification will be further assessed on the following: Familiarity with collective bargaining process and contract interpretation and administration. In-depth knowledge of compensation systems, performance management, FMLA and leave management. Thorough knowledge of the federal and state employment laws and related statutes policies and procedures such as: Minnesota Public Employment Labor Relations Act, Family Medical Leave Act (FMLA), Americans with Disability Act, the Minnesota Data Practices Act, State labor agreements and plans, State and Agency policies, Public Employment Labor Relations Law, labor relations processes per Minnesota Management and Budget and the Bureau of Mediation Services, Personnel Rules, MN 43.08, Administrative Procedures. Skill in negotiation practices and conducting investigations and/or representing the employer in grievance and arbitration hearings. Analytical and problem-solving skills sufficient to analyze and evaluate complex information and provide guidance to management on a variety of HR issues. Human relations and communication skills sufficient to create business partnerships, mediate disputes, and persuade others to adopt his/her ideas. Advance writing skills sufficient to organize ideas, conceptualize problems, and categorize relevant and irrelevant data narrative reports. Ability to create and nurture a performance-based culture that supports efforts to accomplish the organizational mission and goals. Exercise discretion and sound judgment in decision-making practices while handling sensitive, controversial and confidential processes and decisions. Preferred Qualifications A bachelor's or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior. Experience providing lead work direction and guidance to other professional and technical HRM staff. Knowledge of Minnesota Department of Corrections' operations and human resources policies and procedures. Knowledge of the corrections/criminal justice field, either gained through work experience or education. Human resources experience in a continuous, 24-hour operations organization Skill in identifying training needs and recommend, develop, and present training. Additional Requirements The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy.
