Salary range is $81K to $155K with a midpoint of $108K. Total compensation includes project-based premiums based on project complexity, political sensitivity, size, and strategic importance. GENERAL PURPOSE: Under general direction, perform a variety of complex senior level or lead duties in support of Sound Transit’s real property program, including property appraisal, appraisal review, acquisition, relocation, surplus property sales, and related activities; manage schedule and budget; interface with project controls; supervise assigned consultants; provide advanced technical support, analysis, and leadership to staff and consultants; counsel project managers on alternative ways to achieve real estate objectives; perform complex appraisal evaluation of properties; direct and review appraisal valuation support for planned ST projects and real estate project budgets; resolve conflicts and problems in property acquisitions projects. Essential Functions
The following duties are representative of primary duties and responsibilities. Incumbents may not perform all listed duties and may be assigned additional duties. Develop scopes of work for appraisals; coordinate with staff, consultants, and legal; negotiate, draft, and review documents; discuss project-related problems and strategies. Apply ST policy and procedures for appraisal; ensure compliance with federal and state regulations; coordinate parcel prioritization; determine appraisal scope, fees, and delivery schedule; communicate with environmental staff, appraisers, and reviewers; conduct field reviews. Track appraisal assignments; provide status updates; coordinate and review work of consultants and contractors. Lead and supervise daily activities of consultants and contractors; oversee due diligence, title, survey, and appraisal; conduct weekly project status meetings; resolve issues to maintain schedule and budget; provide direction on real estate acquisitions and relocation. Review signature-ready claim packages for property acquisition closings; process documentation for condemnation. Represent the Agency in relocation briefings; prepare supporting documentation and summaries for stakeholders. Assemble FTA packages and obtain concurrence; update project tracking databases. Consult with ST legal on mediation and relocation cases; provide valuations and relocation estimates; analyze real estate issues affecting budgets. Develop and maintain Agency policies for the appraisal program; coordinate with stakeholders; conduct field reviews and resolve issues with appraisers and reviewers. Track assignments; initiate work authorizations; identify partial takes; coordinate environmental cost information; update project databases; report issues to project managers. Provide departmental support; participate in committees; prepare staff reports; stay current on trends and developments; ensure compliance with laws and policies; promote accountability. Education and Experience:
Bachelor’s degree in Business Administration, Insurance and Real Estate, Finance, or closely related field; four years of real estate experience including real property acquisition, relocation assistance, and real estate appraisal and review with at least one year of leading or supervising staff and projects; or an equivalent combination of education and experience. Required Licenses or Certifications: Current Washington State Certified General Appraiser License. Required Knowledge and Skills: Uniform Appraisal Standards for Federal Land Acquisition. The Uniform Relocation Act. Operational characteristics of a real property program including appraisal, acquisition, relocation, property management and disposition. Principles and practices of program development and administration. Real estate principles related to appraisal, acquisition, management, and sale of public real property assets. Relocation assistance principles and laws governing condemnation proceedings. Laws, practices, and legal instruments in real estate transactions and contracting. Appraisal principles for acquisition under condemnation threat. Contract preparation and administration; negotiation practices and techniques; customer service and confidentiality. Familiarity with federal, state, and local laws and regulations; government budgeting; report preparation; English language accuracy. Office software and data management; supervisory/lead principles; relationship-building with stakeholders. Negotiation, policy interpretation, real property acquisition including complex negotiations and condemnation processes; sensitivity when working with the public. Interpreting complex documents in land transactions; reading engineering and construction drawings; communicating with diverse audiences. Working under pressure, meeting deadlines, adjusting to priorities; project management; budgeting and scheduling oversight; producing administrative and financial reports; strong communication skills. Leading and delegating tasks; using PC software for spreadsheets and reports. Physical Demands / Work Environment
