Professional Leadership Opportunity

Vocational Director This leadership position reports directly to the Executive Director. The Vocational Director is responsible for supervising and supporting four key departments within Russell Nesbitt Services, Inc. (RNS): Day Treatment, Supported Employment, Work Crew, and the Wheeling Area Training Center for the Handicapped (WATCH).

General Description The Vocational Director ensures the efficient operation of each department, focusing on the creation of vocational opportunities and rehabilitation program plans that increase independent living skills and maximize the potential and productivity of RNS consumers. All services must comply with Title XIX IDD Waiver standards for vocational and prevocational programs, RNS's Behavior Health License, West Virginia Division of Rehabilitation Services, and the Ability One Programs (Source America and WVARF state use rehabilitation regulations).

Responsibilities & Functions

Supervise four department managers to ensure operations meet or exceed industry standards.

Ensure staff are trained to meet all required staffing ratios for behavioral health centers.

Maintain adherence to Medicaid Waiver guidelines as set forth by Kepro for all staff within vocational and prevocational programs.

Communicate with managers to confirm that processes and supplies are appropriately utilized when consumers are completing contractual work in the community.

Ensure contractual and reporting obligations for the Workshop Development Grant with WVDRS are cooperatively completed and maintained.

Verify successful completion of agency governmental funding audits.

Assist in establishing annual goals for each department.

Create and monitor departmental budgets.

Monitor monthly financial reports and address any budget variances.

Document wages and production.

Train staff to document and submit all billable information.

Manage production contracts.

Lead grant writing and community outreach initiatives for additional program development.

Program Administration

Develop agency-specific vocational and rehabilitation programs.

Implement and sustain vocational and employment programs according to agency and funding source standards.

Create projects for waiver clients, including enrichment activities, morning curriculum, group art projects, exercise, community employment, and community integration.

Establish a course of action to replace inappropriate work behaviors with adaptive work skills and behaviors for clients in all programs.

Conduct bi-annual reviews for all behavioral health clients by OHFLAC guidelines.

Review and audit waiver files.

Complete all treatment plans and facilitate competitive employment.

Fulfill WVDRS contracted services as per regulations.

Advocate for clients participating in agency programs within the community.

Recruit new partners and clients for agency programs.

Qualifications Bachelor's Degree with a minimum of three years of experience in a related field required. In select instances, five years of proven successful experience in the field may be substituted for the degree requirement.

Minimum of five years of experience in health care, human services, or business field with progressively more managerial positions and/or assignments, and competency in administrative duties.
