Overview
A Management Analyst performs complex (journey-level) professional administrative and policy analysis work. Work involves coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, coordinating work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions
Conducts reviews and evaluations of programs and trends to identify resource gaps, areas of improvement and to recommend and implement improvements to address technical challenges. Proactively identifies program or operational gaps and communicates concerns with management. Assists in preparing justifications for the implementation of procedural or policy changes. Conducts specialized research projects, identify trends and resolve technical issues. Reviews and evaluates new or improved business and management practices for application to agency programs or operations. Monitors required performance reports and recommends appropriate changes. Develops and Modifies Policies and Procedures
Develops new or modifies existing policies and procedures to enhance efficiency. Program Coordination and Systems Management
Serves as the lead to the TABC Tax ID system and the system for Private Club Temporary Membership Cards. Ensures compliance with industry tax stamp and membership ordering. Participates in system analysis and associated updates to functionality. Advises management on reported internal and external issues that impact ordering capabilities. Works with management to process annual tax stamp orders with the vendor. Administrative Support and Data Management Responsibilities
Assists with preparation of monthly (Executive & Commissioners’) and quarterly (LBB) reports as required. Reviews detailed technical records and reports to present and interpret data, identifies alternatives, and make recommendations. Provides support to the chemist and assists with supervision of the lab. Assists with statistical data research as requested. Assists with updating and maintaining the department’s SharePoint. Training and Special Projects
Develops curriculum and facilitates training for the New Auditor Academy, annual In-Service School, and the rollout of new policies and procedures. Serves as an instructor or mentor during scheduled training sessions. Conducts training and offers guidance to staff and industry professionals on the development and implementation of new or revised guidelines and legislative changes. Provides occasional technical assistance to internal and external customers on inquiries related to the Alcoholic Beverage Code, Rules and Marketing Practices Advisories through phone calls, emails or in-person. Formulates project plans, establishes key milestones, and ensures timely completion of assigned projects. Prepares and presents project findings in a clear, precise, and professionally formatted manner. Education : Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment. This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period.
