A Management Analyst performs complex (journey-level) professional administrative and policy analysis work. The role involves coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, conducting work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. The analyst works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Responsibilities

Develops new or modifies existing policies and procedures to enhance efficiency: • Conducts reviews and evaluations of programs and trends to identify resource gaps, areas of improvement and recommends and implements improvements to address technical challenges. • Proactively identifies program or operational gaps and communicates concerns with management. • Assists in preparing justifications for the implementation of procedural or policy changes. • Conducts specialized research projects, identifies trends and resolves technical issues. • Reviews and evaluates new or improved business and management practices for application to agency programs or operations. • Monitors required performance reports and recommends appropriate changes.

Program coordination and systems management: • Serves as the lead for the TABC Tax ID system and the system for Private Club Temporary Membership Cards. • Ensures compliance with industry tax stamp and membership ordering. • Participates in system analysis and associated updates to functionality. • Advises management on reported internal and external issues that impact ordering capabilities. • Works with management to process annual tax stamp orders with the vendor.

Administrative support and data management: • Assists with preparation of monthly (Executive & Commissioners’) and quarterly (LBB) reports as required. • Reviews detailed technical records and reports to present and interpret data, identifies alternatives, and makes recommendations. • Provides support to the chemist and assists with supervision of the lab. • Assists with statistical data research as requested. • Assists with updating and maintaining the department’s SharePoint.

Training and special projects: • Develops curriculum and facilitates training for the New Auditor Academy, annual In‑Service School, and the rollout of new policies and procedures. • Serves as an instructor or mentor during scheduled training sessions. • Conducts training and offers guidance to staff and industry professionals on the development and implementation of new or revised guidelines and legislative changes. • Provides occasional technical assistance to internal and external customers on inquiries related to the Alcoholic Beverage Code, Rules and Marketing Practices Advisories via phone, email or in‑person. • Formulates project plans, establishes key milestones, and ensures timely completion of assigned projects. • Prepares and presents project findings in a clear, precise, and professionally formatted manner. • Conducts investigations of assigned management issues, documents findings, and delivers well‑organized presentations of results.

Performs other duties as assigned.

Education Graduation from an accredited four‑year college or university with major course work in a field relevant to the assignment.

Experience One (1) year of full‑time experience in methods analysis, management, or organizational development work; experience in ensuring legal compliance with statutes and internal regulations.

Applicable Substitutions Experience and education may be substituted for one another.

Preferred Qualifications

Experience in Adobe Acrobat and Microsoft Office.

Knowledge of TABC Tax ID system and related functions.

Registration, Certification or Licensure

Possess a valid Texas driver’s license, if applicable.

Additional certifications may be required to be registered, certified, or licensed in a specialty area.

Knowledge

Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques.

Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.

Skills

Skill in the use of Adobe Acrobat and Microsoft Office.

Work Environment This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.

This position is expected to work in the office but may be eligible for a situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

Military Occupational Specialist (MOS) Code Veterans, Reservists or Guardsmen with an MOS or additional duties pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply.

Supplemental Information

The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC’s and/or an employee’s contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return‑to‑work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.

The Commission will conduct a criminal history and driver record check with the Texas Department of Public Safety in accordance with applicable standards on all finalists for this position.
