Assistant Director of Data Information Systems Salary: $103,413-$144,778

Qualifications

Bachelor's degree with a major in technology, or a related field, with emphasis on the technical aspects of software; advanced degree preferred.

Five (5) or more years of experience in software technical support, with HRIS experience strongly preferred. Experience with school systems used in public or private districts is required.

Technical Skills (Non-Programming):

Advanced knowledge of Microsoft Office Suite products and business application software.

Knowledge of database development and maintenance of systems.

Knowledge of district policy and departmental procedures.

Additional Technical Requirements (Focus on Data Reporting and Presentation):

Knowledge, background, and/or experience of programming and databases.

Experience organizing, analyzing, and presenting data in various formats, from simple formatted printouts to complex dynamic dashboards, is all required.

Reporting and presentation of data should be the main focus.

Ability to work independently and collaboratively in a team-oriented, fast-paced environment.

Must possess an exemplary work record and criminal/child abuse clearances (Acts 34, 114, and 151).

Summary The Assistant Director of Data Information Systems is responsible for overseeing and managing the implementation, maintenance, security, and full utilization of the Allentown School District's Human Resources Information Systems (HRIS) and related software. This includes core systems such as Aesop, Frontline, Skyward, SafeSchools, and other applicable programs affiliated with employment. The role involves analyzing district needs, developing long-term data strategies, and establishing policies for data security and integrity. This position will also carry out supervisory responsibilities for the Talent Management & Labor Relations Data Specialist.

Essential Duties and Responsibilities The Assistant Director will perform a variety of complicated tasks, relying on extensive experience and judgment to plan and accomplish goals.

System Administration and Management

Leads the design, administration, and governance of all Talent Management and Human Resources Information Systems (HRIS), exercising independent judgment in system configuration, data structure, and operational workflows.

Develop a long-term strategy for data storage and management related to Talent and employment systems.

Establishes and enforces district-wide policies, procedures, and standards related to HRIS data management, system access, data integrity, and security protocols.

Oversee the design, maintenance, and implementation of the systems that manage the internal Talent databases.

Coordinate the implementation of new software modules and ensure their seamless integration with existing systems.

Provide quality control support by checking data systems and reports for errors/changes and making necessary corrections.

Determines and approves system access levels and permissions, ensuring appropriate segregation of duties and protection of confidential personnel information.

Generates and analyzes reports used by district leadership for staffing decisions, workforce planning, budget development, and labor relations activities, including collective bargaining preparation.

Ensures all HRIS data handling complies with FERPA, state and federal regulations, and district policies governing confidentiality and data privacy.

Assist with state-required reporting related to Human Resources data, such as the PIMS Staffing Report for the Pennsylvania Department of Education.

Technical Support and Training Oversight

Act as the escalation point and liaison between the District and HRIS vendors for advanced technical issues and system programming details.

Oversee and ensure that first-line technical support and communication provided to users by the Data Specialist is effective and timely.

Meet with administrators, staff, and end-users to discuss needs, modifications, and future system enhancements.

Oversee and direct the development of presentations, training manuals, and trouble-shooting guides for staff training on all Talent software systems.

Plan and ensure a calendar of training offerings is available at various times to meet staff/administrator schedules and knowledge and skill levels in Human Resources Information Systems.

Data Analysis and Reporting

Produce database summaries, statistics, and reports as requested and required for the Office of Human Resources and other departments.

Support the Office of Finance and Operational Services and the Office of Performance Management, Equity & Accountability through advanced data mining and data analysis.

Oversee the use and maintenance of Access Databases for exporting and supporting data needs.

Reporting and presentation of data should be the main focus of this position.

Exercises independent judgment in identifying system inefficiencies, data inconsistencies, and reporting gaps, and implements corrective actions to improve system performance and reliability

Supervisory and Leadership Responsibilities

Directly supervise the Talent Management & Labor Relations Data Specialist.

Responsibilities include interviewing, recommending for hiring, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, and resolving problems.

Carry out supervisory responsibilities in accordance with the district's policies and applicable laws.

Collaborates with Human Resources, Finance, Payroll, and Labor Relations leadership to ensure alignment of data systems with district operations, compliance requirements, and workforce planning initiatives.

Lead the development of workable implementation plans, communicate changes effectively, and build commitment among stakeholders.
