Manager – Public Records Eastern Washington University (EWU) is a regional, comprehensive public university with an enrollment of over 10,000 students. Job Summary
We are seeking skilled, team‑oriented applicants for the position of Manager – Public Records. This position serves as the public records officer and records officer for EWU. Responsibilities include responding to public records requests, subpoenas, and FERPA requests on behalf of the university; ensuring compliance with records retention laws; and managing physical and digital records stored by the university.
Responsibilities Serve as the Public Records Officer and Records Officer for Eastern Washington University.
Ensure the university complies with the Public Records Act (chapter 42.56 RCW) and manage all public records requests.
Identify responsive records, gather and redact as required, maintain a redaction log, and provide records to the requestor in a timely manner.
Coordinate with university staff and Information Technology to conduct searches of electronically stored information.
Coordinate requests for police records with the university police department.
Assist with discovery requests as needed and support labor relations and union requests as needed.
Coordinate subpoenas, warrants, and other records requests outside of public records for EWU.
Manage case files, retention schedules, and destruction of appropriate records.
Provide training to the campus community about confidentiality, public records, and records retention.
Qualifications
Required Qualifications Bachelor’s degree, paralegal degree, or paralegal certificate
Experience handling confidential information
Strong attention to detail for extended periods
Experience with Acrobat tools (e.g., file combining, OCR, redaction) and/or Microsoft tools for searching records (eDiscovery)
Ability to apply a responsive and flexible approach to support universal access for students, faculty, staff, and the public
Preferred Qualifications Strong knowledge of Washington state public records law, civil discovery, and state records management
Two years of experience with public records requests or discovery under civil procedure rules
Other Skills and Abilities Excellent communication and public speaking skills; ability to convey complex issues clearly
Ability to maintain confidentiality
Strong organizational and research skills; able to manage a large number of requests
Technical skills for gathering, redacting, and preserving metadata
Proficiency with advanced e-discovery, Microsoft Outlook tools
Ability to work well in collaborative, team‑oriented environments
Experience with web content management
Knowledge of federal and state privacy laws (e.g., FERPA, HIPAA, Public Records Act)
Keep current knowledge of privacy and public records laws; monitor legal changes
The Public Records Act requires EWU to have records available for inspection during normal business hours; the public records officer must be physically present at EWU’s Cheney campus during business hours
Conditions Of Employment
This position involves receipt of or accountability for university funds or other items of value and unsupervised access with individuals who may be vulnerable. The offer is contingent upon successful completion and passing of a background check prior to beginning employment. Applicants must be authorized to work for any employer in the U.S. Sponsorship is not available for this position at this time. All new employees will comply with EWU immunization policy and provide proof of immunity or vaccination for MMR; waivers are available for medical or religious reasons. This is an Administrative Exempt position and is covered by EWU policy on exempt employment. After starting, employees will complete required training via Canvas.
Salary Information
The salary range for this position is $68,277 (minimum) to $81,933 (depending on education, experience, and skills).
