We are seeking an experienced and strategic
Senior Heavy Civil / Highway Estimator
in
Phoenix, AZ
(and
Flagstaff, AZ ) to lead estimating efforts for large-scale infrastructure and transportation projects. This role is responsible for developing competitive, accurate, and risk-aware bids across scopes such as mass grading, earthwork, concrete, asphalt paving, and aviation-related infrastructure. The ideal candidate has strong heavy civil estimating experience, thrives in a high-performance environment, and can influence bid strategy and company positioning to consistently win work.
RESPONSIBILITIES AND ESSENTIAL DUTIES: • Analyze plans, specifications, and geotechnical reports to develop accurate, risk-adjusted estimates • Perform site visits and pre-bid evaluations to assess project conditions and constructability • Define scopes of work including self-performed vs subcontracted work • Build and distribute bid packages to subcontractors and suppliers • Develop and execute pricing strategies, including DBE/SBE participation when required • Prepare detailed estimates using HCSS HeavyBid, including takeoffs, assemblies, and cost modeling • Evaluate and level subcontractor and supplier quotes, making award recommendations • Lead internal bid reviews and challenge assumptions prior to bid submission • Collaborate with Chief Estimator, project managers, and executive leadership to align bid strategy • Identify risks and opportunities to improve competitiveness, accuracy, and profitability
MINIMUM REQUIREMENTS: • Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience) • 5+ years of heavy civil / roadway estimating experience (aviation experience preferred) • Proven experience estimating grading, concrete, asphalt, aggregate, and transportation scopes • Advanced proficiency with estimating software including HCSS HeavyBid • Experience with tools such as AGTEK, OST, Primavera P6, and Microsoft Excel • Strong analytical, communication, and presentation skills with confidence presenting to leadership • Competitive mindset with a strong “win the work” mentality
