Job Description

The Washington Metropolitan Area Transit Authority (WMATA) Office of the Treasurer is seeking an experienced, highly motivated Senior Financial Management Analyst. The ideal candidate will leverage budget expertise, audit and corrective action plans, financial analysis and reporting, project management, and leadership acumen to manage regional revenue programs using Generally Accepted Accounting Principles (GAAP). Activities include, but are not limited to, developing financial and statistical metrics, reconciliation, data analytics and visualization, jurisdictional revenue allocation, and preparation of detailed business cases to drive improvements and support senior staff initiatives.

A Bachelor's degree in Business Administration, Finance, Accounting, or a related field is required. Extensive training or certification in Project Management, Enterprise Resource Planning (ERP) systems, financials, Oracle, Power BI, and Cognos is desired. A minimum of eight (8) years of experience in development, presentation, administration, measurement, communication, and execution of financial information is required.

Minimum Qualifications

Education

Bachelor's degree in Business Administration, Finance, Accounting, or a related field

Experience

A minimum of eight (8) years of experience in the development, administration, measurement, communication, and execution of financial information, including at least six (6) years of experience using automated accounting systems in a governmental or commercial accounting environment

Experience in financial reporting, analysis, and the development and presentation of financial information

Experience in US GAAP as applicable to governmental entities

Certification / Licensure

Expertise with PeopleSoft Financials, Oracle, and Cognos

Experience with the preparation of an annual CAFR

Certification

Continuous improvement training such as Six Sigma, Lean Six Sigma, and demonstrable project management experience

Job Summary The Senior Financial Management Analyst-Accounting facilitates a defined course of action for financial projects, interprets complex US GAAP and applies standards applicable to financial statements and audit reports. The incumbent reviews, analyzes, and develops recommendations to support actions, policies, and management decisions pertaining to complex budget or accounting and auditing issues. The Analyst develops alternative methods to operational strategies that benefit the Authority, implements remediation activities to address audit findings, and formulates communications, procedures, and guidelines.

Essential Functions

Ensure, in accordance with US GAAP on a periodic, monthly, quarterly, annual, ad-hoc, and multi-year basis, proper accounting and financial reporting of financial transactions. Coordinate and maintain consistent treatment of financial information that affects the Authority's financial statements.

Work directly with external independent financial statement auditors and assist with the preparation of the annual Comprehensive Annual Financial Report (CAFR) and related disclosures.

Coordinate, direct, execute, and provide guidance to other professional staff in the development and implementation of financial reports, including budget variance, capital program activity, reimbursable projects, National Transit Database (NTD), interim financial statements, and other management reports. Prepare summary and detailed reports, maintain supporting documentation, perform financial analysis, and develop presentation materials.

Accurately account for and report on the Authority's trust fund and dedicated funding activities. Maintain liaison with Authority officers and senior management, as well as senior staff and auditors of federal, state, and local jurisdictional agencies.

Collaborate with Office of Management and Budget Services (OMBS) and other Accounting personnel to design and execute processes, systems, and tools for accurate and timely business and financial analyses and forecasts.

Develop and produce meaningful automated performance metrics to measure program delivery and report on program success and improvement opportunities.

Support the preparation of Accounting's Business Plans and other multi-year planning documents. Monitor, evaluate, and report on the implementation of the Authority's Business Plan in collaboration with OMBS and departmental staff.

Provide input and support the development of oral, written, and visual presentation materials for management, audits, Board Committees, and other audiences.

Effectively develop and implement corrective actions from internal audits, Office of the Inspector General (OIG) reports, external financial statement audits, Single Audits, and other compliance audits of federal grant programs.

Work with OMBS to develop statistical models for evaluating the financial impact of internal and external variables on initiatives, strategies, risks, and the financial health of the Authority; recommend alternatives and options for management consideration.

Ensure accuracy of transactions between processes and systems, promptly resolve differences identified through reconciliations, and facilitate correcting adjustments when necessary.

Develop, coordinate, and oversee the publishing of periodic and ad-hoc custom reports for distribution throughout the Authority.

Lead financial research and statistical analysis work, review work, train, and provide guidance to lower-level staff.

Identify breaks in controls or inefficient processes, propose solutions to management, and work to resolve them.

Lead project management teams in planning, developing, organizing, coordinating, and monitoring efforts to meet office objectives; establish project timelines, ensure effective utilization of resources, and provide periodic status reports.
