Lincoln America Inc. is a Knoxville-based provider of human resources services and contact center operations. We support federal agencies, federal contractors, and public/private sector organizations with scalable HR service delivery, call center operations, compliance support, and workforce management solutions.

Position Summary Lincoln America is seeking a Federal Business Development Manager to lead business capture, manage opportunity identification, and open doors across federal agencies and contractor networks. This is not an entry-level sales role; it requires deep federal acquisition knowledge and existing relationships.

Key Responsibilities

Identify, qualify, and pursue federal contract opportunities

Monitor federal procurement platforms including SAM.gov, GSA, eBuy, and FPDS

Lead pre-RFP capture, gather intel, and shape opportunities

Develop relationships with contracting officers and key federal stakeholders

Establish partnerships with primes and teaming partners

Support development of proposals, RFIs, and RFQs

Conduct federal market and competitive assessments

Manage a pipeline of qualified opportunities using CRM tools

Represent Lincoln America at industry events and agency meetings

Required Qualifications

5+ years of federal business development or capture management experience

Successful track record securing or supporting federal service-based contracts

Understanding of FAR/DFARS and federal procurement lifecycles

Experience with SAM.gov, GSA schedules, or government contract vehicles

Excellent communication and relationship-building skills

Ability to work independently and manage the full BD lifecycle

Proficiency with CRM systems and Microsoft Office

Preferred Qualifications

Former military, DoD civilian, or federal agency experience

Established relationships within DoD, VA, DHA, GSA, OPM, or civilian agencies

Experience selling HR services, call‑center operations, or workforce solutions

Knowledge of OFCCP and federal contractor compliance

Experience supporting capture strategy and proposal development

Understanding of socioeconomic set‑aside programs

Compensation Structure This role is commission-only and ideal for individuals leveraging existing federal networks. Compensation is tied directly to contract awards with uncapped earning potential.

Remote with flexible hours. Eastern Time Zone preferred due to agency schedules. Occasional travel required for meetings, conferences, and agency engagements.
