Department Information Communications Division/Last Mile/Broadband Deployment – the California Public Utilities Commission (Commission) develops and implements policies for the communications industry, ensuring fair, affordable universal access and removing barriers to competition. The Division implements the Governor’s Senate Bill 156, authorizing $6 billion to close California’s digital divide, and administers the $2 billion Federal Funding Account grant program for last‑mile broadband projects.
Job Description and Duties Under the direction of the Program & Project Supervisor, the PURA II will work as part of a team of analysts to:
Implement and administer the Federal Funding Account grant program to fund last‑mile infrastructure projects.
Evaluate and analyze grant applications and make recommendations.
Conduct economic, policy, and/or technical analyses and research to bridge the digital divide and provide reliable and affordable Internet access to all Californians.
Present research, analysis, findings, and recommendations orally and in writing.
Write and defend reports and staff proposals in formal proceedings.
Prepare materials and assist discussions in meetings, workshops, and conferences.

Special Requirements The Statement of Qualifications (SOQ) must address the following three questions and demonstrate how your training, experience, and education qualify you for the position:
Describe your interest in working on a broadband implementation program and explain how your background qualifies you.
Describe your experience analyzing data and synthesizing information, including economic, regulatory, and financial analyses; mention your use of Excel, Tableau, or similar software.
Describe your experience managing projects or working on multiple projects, including planning, scheduling, meeting deadlines, and coordinating tasks.
