About the Role Join a high-impact team as a Senior Business Analyst driving enterprise-level digital transformation and business process reengineering. Leverage your deep expertise in business architecture and the MITA framework to design, optimize, and implement business processes that significantly improve efficiency, effectiveness, and customer satisfaction. Work closely with senior leadership, IT, operations, and product teams in a dynamic, collaborative environment where your strategic insight shapes the organization's future.

Responsibilities

- Lead and drive large-scale digital transformation initiatives, identifying innovation opportunities and designing future-state business capabilities. - Conduct comprehensive business process reengineering: analyze, redesign, and optimize complex business processes to eliminate inefficiencies and enhance service quality. - Develop and maintain current and future state business architecture artifacts (BPMN, data models, value streams, capability models). - Elicit, analyze, and validate complex business requirements, translating them into actionable specifications for solution development. - Serve as a critical liaison between business stakeholders and technical teams, ensuring seamless communication and alignment of business and IT objectives. - Facilitate change management and stakeholder engagement to support successful implementation and adoption of new processes.

Required Skills and Experience

- 8+ years progressive experience as a Business Data Analyst or equivalent strategic role, with a focus on enterprise-level initiatives. - Demonstrated expertise in MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. - Extensive experience leading or contributing to large-scale digital transformation and business process reengineering projects. - Advanced proficiency in business modeling tools and methodologies: BPMN, UML, ArchiMate. - Exceptional analytical, problem-solving, and business modeling skills. - Excellent written and verbal communication, presentation, negotiation, facilitation, and conflict resolution skills. - Bachelor's degree in Business Administration, IT, Computer Science, or related field (Master's preferred). - Strong understanding of enterprise architecture frameworks such as TOGAF. - Proven ability to drive measurable improvements in operational efficiency and service delivery. - Experience collaborating with both technical and non-technical groups.

Preferred Skills

- Experience in government or public sector environments (Texas HHS preferred). - Relevant certifications: CBAP, TOGAF, BPMN, Lean Six Sigma Green/Black Belt. - Familiarity with Agile and Scaled Agile Framework (SAFe). - Direct hands-on experience with Texas Health and Human Services integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).
