Utilities Superintendent
The City of Louisville is actively recruiting for a Utilities Superintendent. This position works in collaboration with, and under the general direction of the Deputy Director of Utilities, performs responsible technical and administrative work in managing the operation and maintenance of the utility and the water and wastewater treatment plants. This position provides leadership and oversight for plant operations, maintenance programs, regulatory compliance, budgeting, and personnel management. Work involves providing technical supervision and assistance to staff for the effective and efficient operation of plant operations. Work involves ensuring the City meets all local, state and federal standards as established by the Environmental Protection Agency and the Colorado Department of Public Health & Environment. Work is performed independently with considerable latitude and independence in decision-making, within established policies, procedures, and guidelines. Work is reviewed through observation, reports, conferences, condition of facilities, adherence to standards, and overall effectiveness of assigned programs and operations. Essential Job Duties: Oversee the operation of the treatment plant; may serve in the capacity of the Deputy Director of Utilities during absences. Develop, manage, and monitor divisional budgets, including operations, personnel, chemicals, utilities, and mechanical and electrical supplies. Assist the Deputy Director in the development and management of multi-year Capital Improvement Projects. Plans, assigns, directs, and evaluates the work of treatment plant staff. Works collaboratively with staff to gain buy-in to solve problems and generate ideas. Ensures efficient operation of the treatment plant and protect the public's health and safety, giving attention to energy usage, chemical usage, maintenance requirements, and equipment replacement. Implement and document treatment process adjustments to optimize water quality, regulatory compliance, and cost-effectiveness. Initiates actions to ensure adequate supplies of chemicals, spare parts, and equipment to maintain the facilities. Ensures proper corrective, preventative and predictive maintenance of plant equipment is being performed. Oversees the operation of asset management programs. Maintains records needed to comply with federal, state, and local laws and regulations; completes monthly reporting in a timely fashion. Oversees the operation of electronic databases for plant records. Trains operator personnel in plant procedures; develops annual training plans to maintain professional competency and certifications. Performs tasks pertinent to controlling the operation of the plant; Investigates treatment problems; takes or recommends corrective action. Perform administrative functions such as processing invoices for payment, contacting vendors for quotes, ordering office supplies, processing purchasing cards. Fosters and maintains effective working relationships with staff, leadership, vendors, regulators, and the public. Education, Training, and Experience: Completion of an associate's degree program in Water/Wastewater operations or management or equivalent supplemented by technical training in water plant operations and maintenance or college level courses in chemistry, treatment techniques and plant maintenance practices. Five years of progressively responsible experience in plant operations, including supervisory and management experience at full performance level; or any equivalent combination of acceptable education, training, and experience. Special License, Registration or Certificate Required: Certification as a Class A Water and Wastewater Treatment Plant Operator by the State of Colorado. Valid State of Colorado Driver's License with a satisfactory driving record. Knowledge, Skills, and Abilities: Advanced knowledge of the treatment processes and of the operation, repair, and maintenance of all equipment. Considerable knowledge of federal, state, and local laws, regulations, and operating procedures related to the operation of a treatment plant. Advanced knowledge of mathematics, chemistry, and biology as applied in treatment processes and testing. Skill in the operation of all plant equipment. Advanced knowledge of SCADA systems and plant automation. Ability to read and understand plans of distribution/collection systems and treatment plant plans and schematics. Ability to react quickly to serious problems and to resolve them based upon experience and technical knowledge. Ability to perform high-level research, compile records and reports, and make effective applications of findings. Ability to manage and implement asset management and preventative maintenance programs. Ability to manage, maintain, and improve plant database systems. Ability to establish and maintain effective working relationships with other employees and the public. Ability to eliminate barriers for staff and foster teamwork. Ability to communicate effectively, both orally and in writing. Ability to be on call, work nights, weekends and holidays as needed. Ability to respond to emergency calls within 30-60 minutes.
