Role Overview NYC DOT is seeking a Senior IT Business Analyst / Systems Requirements Analyst to support its IT Project Management Office (PMO) in the development and enhancement of large-scale, workflow-driven software applications that support critical transportation and infrastructure operations across New York City.
This role requires a senior, hands-on analyst who can work independently in a highly regulated public-sector environment, collaborate with diverse stakeholders, and produce clear, audit-ready requirements documentation. The systems supported by this role directly impact permitting, inspections, enforcement, asset tracking, and inter-agency coordination.
This is not a junior or UI-only role. Candidates must have demonstrated experience leading requirements for complex operational systems.
Key Responsibilities Business & Systems Analysis
Lead end-to-end requirements elicitation for enterprise applications using interviews, workshops, document reviews, and system analysis
Analyze existing (“as-is”) processes and define optimized future-state (“to-be”) workflows
Identify system gaps, inefficiencies, risks, and data quality issues
Translate business and operational needs into clear functional and non-functional requirements
Distinguish stakeholder requests from true underlying business needs
Workflow-Driven Applications
Support systems involving:
Multi-step approvals
Inspections and re-inspections
Corrective actions
Summons, violations, or enforcement
Supervisor review and exception handling
Document complex workflow logic, business rules, and dependencies
Ensure requirements align with real-world operational practices
Data Analysis & Reporting
Analyze large and complex datasets to validate requirements
Write and interpret SQL queries to confirm data logic and outcomes
Identify discrepancies between expected and actual system behavior
Define reporting requirements, dashboards, and KPIs for operational and management use
Documentation & Deliverables Author, maintain, and own high-quality analysis artifacts, including:
Business Requirements Documents (BRDs)
Functional & Non-Functional Requirements
User Stories and Use Cases
Process Flow Diagrams (Microsoft Visio)
Requirements Traceability Matrix (RTM)
User Roles & Permissions Matrix
Business Rules and Acceptance Criteria
All documentation must be
professional, clear, and audit-ready .
Testing & Implementation Support
Define acceptance test conditions and test cases
Support User Acceptance Testing (UAT) planning and execution
Track issues and defects through resolution
Validate that delivered solutions meet approved requirements
Support rollout, training, and change management activities
Stakeholder & Communication Management
Act as liaison between:
DOT operational teams
IT and development teams
Vendors and system integrators
Other City and State agencies
Facilitate meetings and working sessions
Resolve conflicting requirements and manage expectations
Draft clear, professional written communications, including responses to frustrated users
Mandatory Qualifications Candidates
must meet all
of the following:
6+ years
of experience as an IT Business Analyst or Systems Analyst on enterprise or mission-critical systems
Proven experience with:
Workflow-based applications
Requirements elicitation and documentation
Business process modeling
Strong understanding of:
Databases and data structures
Application development lifecycles
System integrations
Ability to work
fully on-site
and
independently
Excellent written and verbal communication skills
Preferred Qualifications
Experience supporting public-sector or regulated environments
Strong SQL and data analysis skills
Experience with large operational or asset-based systems
Advanced Microsoft Visio proficiency
Familiarity with Agile, Waterfall, and hybrid SDLC methodologies
Prior experience with NYC agencies or large municipal systems
CBAP, SAFe, or similar professional certification
