The Grants & Strategic Funding Manager leads the identification, development, and management of grant and strategic funding opportunities across our 10-county catchment area. This position moves beyond traditional grant writing to lead regional funding strategy, coordinating with local jurisdictions to leverage and align multiple funding streams that expand behavioral health services

Key Responsibilities

Identify and pursue grant and funding opportunities at the local, state, and federal level to support behavioral health and recovery initiatives across the region. Build and maintain strategic relationships with local governments, state agencies, foundations, and funding partners to expand funding opportunities and strengthen regional collaboration. Collaborate with localities to secure funding through initiatives such as Opioid Abatement and other substance use recovery investments. Partner with the Virginia Department of Behavioral Health and Developmental Services and other state agencies to support MPNN Behavioral Health’s transition toward the Certified Community Behavioral Health Clinic (CCBHC) model. Research, develop, and manage grant proposals and funding applications, including coordinating internal partners, submitting applications, and overseeing post award reporting and compliance. Regional Catchment Coordination & Strategy Multi-County Partnership: Act as the primary liaison for the 10-county catchment, partnering with local administrators and Boards of Supervisors to identify and utilize available local funding for behavioral health needs. Funding Aggregation: Develop regional proposals that combine individual county allocations into scalable, multi-jurisdiction programs. Alignment: Ensure all regional grant activities align with the DBHDS Performance Contract and the specific needs of each locality within the catchment.

Required Knowledge, Skills, And Abilities

Virginia-Specific Expertise: Working knowledge of the Virginia Department of Behavioral Health and Developmental Services (DBHDS) funding portal (WebGrants). Regulatory Literacy: Proficiency in 2 CFR 200 (Uniform Guidance) for federal awards and Virginia-specific "Barrier Crime" compliance for grant-funded staffing. Technical Writing: Ability to translate clinical jargon (e.g., ASAM levels of care, SMI/SED designations) into persuasive narratives for non-clinical reviewers. Financial Acumen: Ability to develop complex budgets that account for "Match" requirements and avoid "Supplanting" issues.

Minimum Qualifications

Education: Bachelor’s degree in Public Administration, Human Services, or Finance. Experience: 2 -5 years of grant writing experience, with at least 2 years in a government, healthcare, or CSB-related environment. Success Record: Demonstrated history of securing awards from state or federal agencies.

Grant Professional Certified (GPC) Member of the Grant Professionals Association of Central Virginia Success Record: Supply confirmation of awards that demonstrate a history of securing six-to-seven-figure awards from state or federal agencies.

Why Join MPNN BH?

Stability: This position is a core administrative role, not solely dependent on a single expiring grant. Benefits: Full enrollment in the Virginia Retirement System (VRS), comprehensive health insurance, and generous paid time off. Impact: Your work directly funds the life-saving crisis teams and recovery programs that support our neighbors in their hardest moments.

Supplemental Questionnaire – Require completion prior to scheduling of an interview

This supplemental questionnaire is designed to filter for the specific "revenue generator" mindset. It moves beyond basic writing skills to test for regional strategy, compliance knowledge, and behavioral health expertise.

Supplemental Questionnaire: Grants & Strategic Funding Manager

Instructions for Applicant:

Please provide a 1-2-page excerpt from a successfully funded grant narrative (redacted for confidentiality) that demonstrates your ability to translate complex clinical data into a compelling story for a funder.

Please provide concise, detailed responses to the following questions. Your answers will be used to evaluate your specialized experience within the Virginia CSB and behavioral health funding landscape.

Revenue Generation & Track Record Question: Describe your experience in securing high-value federal or state grants (e.g., SAMHSA, HRSA, or DBHDS). Please include the approximate dollar amounts and specifically mention any experience with state or federal grants. Multi-Jurisdictional Strategy Question: This position oversees a 10-county catchment area. Describe a time you had to coordinate with multiple stakeholders (e.g., local Boards of Supervisors, County Administrators, or different agency departments) to align competing priorities for a single funding proposal. How did you ensure all localities felt represented? Braided Funding & Sustainability Question: CSBs often rely on "braided funding." Explain your understanding of how grant dollars interact with Medicaid/private insurance reimbursement. Provide an example of how you have designed a project budget that ensures sustainability after the initial grant period ends. Compliance & Data (GPRA/Performance Contract) Question: Securing the grant is only half the battle. Describe your experience with post-award compliance. Specifically, what is your process for ensuring that clinical teams collect the necessary data to satisfy state or federal reporting requirements without interrupting service delivery? Technical "Catchment" Knowledge Question: Briefly explain how you would identify "available funding" within a rural county’s local budget versus a state-level block grant. What resources or specific Virginia-based portals would you use to research these opportunities?

Hiring Manager’s "Answer Key"

When Reviewing The Responses, Look For These Green Flags

Mention of Specific Portals: Do they mention WebGrants (DBHDS), or Grants.gov? This shows they won't need "re-training" on the basics. ROI Mindset: In Question 1, do they talk about the impact of the money (e.g., "We stood up a mobile crisis team that served 400 people") or just the writing of the document? Political Savvy: In Question 2, look for candidates who mention "consensus building" or "MOU development." Managing 10 counties is a political job as much as a writing job. The "Stand Up" Potential: If an internal candidate answers these with "I haven't done this yet, but I am familiar with our internal data," they are a prime candidate for the mentorship/training plan you mentioned.
