IT Application Services Bureau Director - Career Executive

Introduction The Department of Revenue (DOR); Division of Technology Services seeks to hire a passionate, creative, motivated and talented manager to lead our Application Services Bureau. This bureau is responsible for supporting our business partners by coordinating projects that incorporate tax processing and business processes into their respective line of business applications.

As the director of the Application Services Bureau, you will be responsible for managing the portfolio of DOR business applications that are crucial to our business partner's and the agency's success. You will need to consistently drive to improve business outcomes and service delivery at all levels within the organization. Your experience with agile development, project management oversight, application architecture and the software development lifecycle (SDLC) process will be critical in achieving this. You will also be responsible for fostering strong partnerships and collaborating with other states, state agencies, vendors and service providers.

We're looking for someone who will be comfortable working with the Chief Information Officer (CIO) to set a strategic vision for our application portfolio, who can inspire change and who understands how to strategically balance department-wide technology and automation needs with the key business priorities of the department.

Salary Information The starting pay rate for this position is between $65.10 – 71.41 per hour ($135,408 – 148,533 annually), depending on experience and qualifications, plus excellent benefits. 01 . Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.

Job Details Background Checks : Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.

I-9 Requirements : Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

Probationary Period : A 2-year Career Executive trial period will be required.

Remote/Telework up to 60%.

Note: During the first year, you will have the opportunity to gradually increase to 60% (i.e., working remotely three (3) days per week, and will report to the 2135 Rimrock Road; Madison WI building, two (2) days per week) within 9 months (of your 2 year Career Executive trial period) based on performance and workload needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.

Qualifications Minimum qualified candidates will have each of the following:

Experience managing application development services and support within an organization.

Experience managing five or more IT staff while serving in a formal IT supervisory role.

Managing or leading process improvement projects.

Experience providing oversight or technical leadership to IT projects and strategic initiatives of significant scope (e.g., impacting multiple business areas within a mid to large size organization).

Experience building relationships and collaborating with business and technical unit leaders across an organization.

Well Qualified Candidates Will Have Experience In a Minimum Of One (1) Of The Following (in Addition To The Minimum Qualifications):

Experience developing and managing IT budgets.

Experience implementing IT strategy, operating procedures and/or governance.

Experience working with modern operating models such as DevOps, Agile, or Product Management.

Experience managing IT in a financial or tax related organization.
