Description The Director of Correctional Services functions as the Department Head for the Department of Correction Services. This position provides management and oversight over all correction services' operational activities to include the Luzerne County Correctional Facility, Juvenile Detention and Day Reporting Center and any other powers, duties, programs, services or functions that may be assigned by the County Charter or the Administrative Code.
Essential Duties and Responsibilities
Provide for the safety and well-being of all individuals remanded to the prison Provide reasonable health care services to all prisoners Administer reasonable rehabilitative services consistent with public safety Provide written rules, regulations, and policies to insure the proper operation and safety of the prison Maintain all records and document as required by Luzerne County and applicable Federal and State Law Recommend staffing to insure the security and custody of all prisoners Review or prepare applications for grants relating to the Division of Correctional Services and advise the County Manager or his/her designee as to the need and priority of said grants Monitor and evaluate the effectiveness of rehabilitative staff, programs, and grants for the County Manager Provide coordination of correctional services with the Courts and other County, State, and Federal agencies, bureaus, and boards Determines long and short-range goals, programs, policies and schedules; Recommends and develops plans for major expansions, additions and/or operating budgets, work programs, technical reports and projections necessary for discussion and/or adoption of programs Confers with and advises lower level managers and supervisory personnel on program and facility plans, progress and performance; provides advice and assistance with technical and administrative problems affecting the operation, maintenance and management of Department of Corrections programs and facilities; reviews work programs, plans, technical reports and budget, staffing and other administrative information; develops overall work programs and budgets from that information Reviews proposed and actual ordinances, regulations, legal decisions and other issues from various sources determining impact on Department of Corrections concerns and need for further attention Attends and participates in administrative, legislative and other decision-making sessions, providing information and recommendations on topics under consideration; attends civic organization, professional, and other meetings, representing County administration Performs related work as required Required Knowledge, Skills and Abilities
Comprehensive knowledge of the public administration principles and practices commonly employed in the operation, management and control of an institution Thorough knowledge of functions, organization, rules and requirements of the criminal justice system at all levels and their affects on departmental operations Thorough knowledge of corrections goals, objectives, methods and techniques applicable to the management of Department of Corrections facilities and programs Thorough knowledge of supervisory principles and practices Ability to organize, direct and coordinate the activities of a staff of professional and technical personnel engaged in diverse security and program functions Ability to establish and maintain effective working relationships with officials and representatives of other agencies, prisoners, associates and the public Ability to express ideas and communicate County policy on technical and/or administrative subjects, both orally and in writing Minimum Qualifications
Education equivalent to completion of a Bachelor's degree program with major course work in a criminal justice, social services, public administration or closely related field Five (5) to seven (7) years experience in institutional management, criminal justice work, or public administration, four years which has been in the corrections field, including three years in a supervisory position Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above

Medical Insurance The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.
II. Vision and Prescription The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.
III. Dental Coverage The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.
IV. Life Insurance A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.
V. Retirement All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
