
Human Resource Director

The Muskingum County Library System is seeking a dedicated and experienced Human Resources Director to lead and manage all aspects of our HR operations. This key leadership role supports our staff, strengthens organizational effectiveness, and ensures compliance with employment laws while fostering a positive and collaborative workplace culture.
Location: John McIntire Library 220 N. Fifth St. Zanesville, OH 43701
Hiring Range: $30.48 - $33.91 per hour (40 hours a week)
Closing Date: April 17, 2026
Key Responsibilities
Manage and administer employee benefits programs (health, life, supplemental insurance, OPERS, deferred compensation, workers’ compensation, and leave programs)
Review timesheets and payroll records to ensure compliance with policies and regulations
Maintain personnel files and ensure accuracy and confidentiality of records
Compliance & Employee Relations
Ensure compliance with federal and state employment laws (EEO, ADA, FMLA, BWC safety standards)
Support labor contract administration and participate in union negotiations
Advise on employee relations issues, grievances, and disciplinary actions
Recruitment & Staffing
Coordinate full-cycle recruitment: job postings, screening, interviewing, and hiring
Prepare offer and rejection letters
Facilitate new employee onboarding and orientation
Organizational Development
Oversee employee evaluations and performance management processes
Coordinate staff training, development, recognition, and wellness initiatives
Maintain and update job classifications and compensation structures
Leadership Support
Assist in implementing organizational policies and procedures
Provide HR guidance to management staff
Additional Duties
Participate in professional organizations and committees
Stay current with relevant technologies and workplace tools
Perform other duties as assigned
Qualifications
Bachelor’s Degree in Human Resources, Business Administration, or related field (HR emphasis preferred)
Valid State of Ohio Driver’s License
Preferred: Professional Human Resources certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR from Society for Human Resource Management (SHRM) or HR Certification Institute (HRCI).
Experience
Minimum of 5 years of progressively responsible library experience
Training and experience in employment law, contract law, ADA, BWC safety standards, and employee development
