The Air Force Civilian Service (AFCS) is looking for a full time Information Technology (IT) Cybersecurity Specialist (INFOSEC), (GG-2210-14), performing as the Defensive Cyberspace Operations Technical Advisor, at the 837th Cyberspace Operations Squadron (COS), on Scott Air Force Base (AFB), in Belleville, Illinois.

This position is a Cyber Excepted Service (CES) position implemented under Section 1599F, Title 10 United States Code (USC).

Required 3-year probationary period for new Federal government appointments.

CES applies and documents Veterans' Preference IAW Department of Defense (DoDI) 1400.25, Volume 3005.

Salary ($133,233 - $182,092) based on experience.

Qualifications/Requirements:

In this position will serve as the Technical Advisor to the Commander, 837 COS; overseeing and managing the execution of cyberspace policies, missions, and functions. Provides professional and IT expertise in performance of work requiring knowledge and application of defensive cyberspace operations weapon system subject matter expertise in operations and training integration to support the Air Force's cyberspace mission force objectives. Applies cross-disciplinary knowledge in the planning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, and/or exploitation of complex electronic and cyber systems to support the organization's mission objectives. Applies expert knowledge as a Senior Civilian to mentor and develop civilian personnel in the unit. Provides support and oversight to highly technical contractor personnel as a contract oversight representative for the squadron. Provides overall IT technical leadership, expertise, and management for the squadron. Provides advice and assistance to the 837 COS commander in the development, acquisition, and implementation of technology procedures and operations necessary to execute Defensive Cyberspace Operations.

Must be a U.S. Citizen

Must CURRENTLY POSSESS a "Top Secret" Security clearance with eligibility to Sensitive Compartmented Information (SCI)

This position requires at a minimum, a bachelor's degree in a related field or equivalent experience.

Must obtain & maintain an Information Assurance Technical (IAT) Level III within 6 months of assigned duties.

This position is designated as a Drug Test Designated Position

This is a Mission Essential & Key Position. Active Guard and Reserve personnel are not qualified.

The incumbent may be required to travel within the Continental United States (OCONUS) or to overseas locations. Notice of the need to travel may be received in less than three days. Travel may be frequent and/or may be for long periods lasting 6 months or more and may be to austere locations.

The incumbent must achieve and maintain appropriate Cyber Mission Force (CMF) requirements as specified in Job Qualification Record (JQR) and attain Combat Mission Ready (CMR) certification within 18 months of assignment of these duties.

Current CPT Combat Mission Ready (CMR) individuals, regardless of civilian series are considered qualified to serve under the Position Description (PD) as long as the member has met other conditions of employment and civilian grade requirements.

Must have prior Cyber Protection Team experience.

• Professional knowledge and mastery of a broad wide range of information technology principles and procedures to include IT management information systems requirements and application software development techniques required to oversee projects of considerable difficulty and with little specificity regarding approach to be followed.

• Knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).

• Advanced knowledge and skill in identifying, analyzing, articulating and executing program goals and objectives, work processes, and administrative operations of the organization in support of major issues and operational challenges.

• Knowledge of government contracting procedures, legal requirements, and contract personnel oversight.

• Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems.

• Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.

• Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position and skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.
