Proposal Manager/Writer
Hendall Inc. is seeking an experienced Proposal Manager to lead end-to-end proposal development efforts in response to Federal solicitations, including Requests for Quotations (RFQs), Requests for Information (RFIs) and other procurement types. This role is responsible for managing proposal schedules, leading proposal writing efforts, supporting technical writing activities, coordinating cross-functional teams, and ensuring compliance with solicitation requirements.
The Proposal Manager will collaborate closely with our Business Development Team and executive leadership to produce high-quality, compliant, and competitive proposals.
DUTIES
Lead the development and execution of proposal management plans, including schedules, outlines, compliance matrices, and review cycles.
Manage the full proposal lifecycle from pre-RFP planning through submission, ensuring adherence to deadlines and quality standards.
Lead and perform proposal writing activities, including drafting, editing, and refining technical and management content.
Develop key proposal volumes and sections, including technical approaches, management plans, staffing strategies, and past performance narratives.
Integrate contributions from multiple authors into cohesive, compliant, and persuasive proposal documents.
Ensure strict compliance with solicitation requirements, including formatting, page limits, and evaluation criteria.
Coordinate with teaming partners and subcontractors to obtain required inputs and ensure alignment with overall proposal strategy.
Apply organizational best practices and standardized processes to produce high-quality, submission-ready proposals, including final production and formatting.
Support business development activities across the opportunity lifecycle, including capture support, solutioning, and proposal development.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree
Minimum of eight (8) years of experience in federal proposal development, proposal writing, and technical writing.
Demonstrated experience supporting proposals for HHS or other health-related federal agencies.
Exceptional writing, editing, and organizational skills, including the ability to support both proposal and technical writing needs.
Proficiency with Microsoft Word and Adobe Acrobat, including advanced document formatting and production techniques.
Proficiency with Microsoft SharePoint and Teams.
PREFERRED QUALIFICATIONS
Knowledge of federal professional services, particularly in health and professional services domains.
Experience managing complex, multi-volume federal proposals.
Proficiency with Microsoft Word and Adobe Acrobat, including advanced document formatting and production techniques.
Familiarity with proposal development tools, templates, and collaborative review processes.
Experience supporting technical documentation or deliverables in addition to proposal efforts.
Salary Range: $90,000 to $120,000 per year
