Duties Description
Assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services. The duties might include serving as an agency liaison person; providing technical assistance; negotiating, developing, preparing, implementing, processing, and tracking contracts; auditing and processing contract claims and vouchers; reviewing and approving contract payments and assuring that they are in accordance with contract terms; evaluating Requests for Proposals (RFPs), Invitation for Bids (IFBs), or Sole/Single Source Procurements; and supervision of staff.
Those serving as a Contact Management Specialist 1, or as a Trainee 1 or 2, for the Office of the State Comptroller, Bureau of Contracts, will perform a wide range of contract audit activities, including reviewing procurements and other related financial documents, recommending contract transactions for approval or non-approval, providing guidance, technical assistance and training to agency staff and assisting with the development of audit guidelines and standards for contract transaction reviews.
Minimum Qualifications Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to the Contract Management Specialist Trainee 1 (SG-14), you must have four years of experience managing contracts and related budgets, including negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, fiscal reporting); contract development (requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.
For appointment to the Contract Management Specialist Trainee 2 (SG-16), you must have five years of experience managing contracts and related budgets, including the same areas as above.
For appointment to the Contract Management Specialist 1 (SG-18), you must have six years of experience managing contracts and related budgets, including the same areas as above.
Education Substitution:
An associate’s degree in a related field may substitute for two years of experience.
A bachelor’s degree in a related field may substitute for four years of experience.
A master’s degree in a related field may substitute for five years of experience.
A doctorate degree in a related field may substitute for six years of experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law. For transfer to a Contract Management Specialist 1 (SG‑18), you must have one year of permanent competitive, or 55‑b/55‑c service in an approved title for transfer allocated to an SG‑16 or above, SG‑14 or above for a Trainee 2, SG‑12 or above for a Trainee 1, depending on qualifications. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S‑grades or one M‑grade. Depending on qualifications, you may be required to serve a 1 or 2‑year traineeship that leads to the full level SG‑18 position. 55 b/55 c Program appointment may be designated 55 b/c and is subject to verification of applicant eligibility. Traineeship salary information: the position may be filled at Contract Management Specialist Trainee 1 equated to SG‑14 ($53,764), Contract Management Specialist Trainee 2 equated to SG‑16 ($59,994), or full performance Contract Management Specialist 1 SG‑18 ($66,951) based on education, experience, and previous state service. Salary is non‑negotiable. Candidates hired at the trainee level will be advanced to the full performance Contract Management Specialist 1 SG‑18 following successful completion of the traineeship.
