Human Resources Manager
Responsible for the day-to-day operations of the personnel department. All employees are expected to perform their duties as set forth here and in accordance with all policies, procedures, and Mission, Values, and Vision of Catalina Island Health "CIH." The person doing this job is responsible for a variety of tasks that lead to a high level of customer satisfaction with respect and dignity. Essential Functions
Interprets facility policy and changes or modifies policies to ensure compliance with laws, regulations, competitive practices, and operational objectives. Directs most of the following areas: personnel, staff development and training, employee health services, benefits administration, human resources planning and utilization, compensation, employment/labor relations and human resources information systems. Advises and guides management in interpretation and application of personnel policies, statutory regulations, and programs to ensure the effective use of human resources is consistent with organization objectives and goals. Facilitates the resolution of employee grievances and claims. May participate in negotiation and arbitration proceedings. Participate in litigation proceedings/ prepare summary and coordinate case information with Legal representatives. Attends Seminars and continuing educating programs for Labor Law and other recognized Human Resources practices. Responsible for directing, planning, and administering system programs and/or the development, installation and maintenance of competitive and equitable compensation and benefit programs. Directs timely and accurate completion of payroll records and coordination of all payroll functions with finance. Conducts periodic audits of payroll deductions with reference to benefits and garnishments. Maintains disbursement reports distributed by Finance Department. Maintains updated master files with the payroll system. Renews and completes applications for the following insurance: General and Professional Liability Property Directors and Officers liability Workers Compensation Commercial Crime Issue employee contracts for 403B Summary Plan Description and Plan Document Monitors timeliness of non-discrimination testing. Conducts required In-Services for Managers/Dept. Leaders per regulation. Directly reviews and confirms federally required updates as per ERISA plan Adoption Agreements for the 403(b) Tax Deferred Annuity and Defined Contribution Plan. Communicates update with the CEO and CFO Complete requested State and Federal Audit requests regarding employees Organizational Functions
Be compliant with organizational policies and procedures and related departmental procedures. Follow all HIPAA regulations as outlined in the HIPAA Policy and Procedure Manual. Contribute to team effort by accomplishing related results as needed. Excellent customer service skills for both inter and intra department. Other duties as assigned by the physicians and Supervisor. Other general administrative duties and projects as assigned. Performance Requirements
Knowledge, Skills, Abilities Responsible for planning, developing, and implementing the overall salary administration and/or benefits program for the facility. Directs administration of performance appraisal system. Establishes plans and procedures used in carrying out compensation/benefits policies and practices. Conducts and interprets wage and salary/benefits surveys and recommends changes to ensure the maintenance of the facility's compensation objectives. Participates in the establishment of long-term objectives of compensation/benefit programs. Attitude Maintain a positive and caring atmosphere for patients, families, and co-workers. Working Conditions
Work is performed in a Critical Access/ Rural Health Clinic environment. It involves frequent contact with patients, physicians, and other CIH staff. Work may have heavy emotional requirements. Interaction with others is constant and interrupted. The employee could be exposed to communicable disease, toxic substances, medicinal preparations, and other conditions that are common to the clinical environment. Safety policies and good health practices are expected to be understood and observed. Physical / Mental Demands Work closely with patients in all age categories. Patients are treated with care and compassion and with special regard for age-specific considerations. Varied activities including standing, walking, reaching, bending, lifting. Requires full range of body motion including lifting, manual and finger dexterity, and eye-hand coordination. Occasionally lift and carry items weighing up to 20 pounds. Manual dexterity to operate a computer, telephone, copier, fax, and other such office equipment and medical equipment, as necessary. Corrected vision and hearing to normal range. Ability to work in stressful situations. Fast and continuous work pace with variable workload. Subject to many interruptions from multiple calls and inquiries and potentially emotional situations involving accidents, injuries and/or death. Handle emergency/crisis situations in accordance with policy. Potential risk of exposure to hazards from blood borne pathogens and infectious diseases. Potential risk of exposure to hazards from chemicals (toxic and non-toxic, flammable materials gas and electrical or radiant energy or equipment with or without moving parts). Education Certification
Bachelor's Degree in related field. Experience
