Overview
Planned Parenthood of Orange and San Bernardino Counties is hiring a temporary People & Culture Business Partner in Anaheim, CA. This role will last approximately one year and is hybrid: 3 days in office and 2 days remote.
Travel will be required between Orange County and San Bernardino County Health Center locations as needed, with mileage reimbursement provided.

Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Licensure and/or Certification Requirements
– PHR or SHRM‑CP certification preferred.
Minimum Education
– Bachelor's degree with a concentration in Human Resources or a business‑related field, or equivalent work experience.
Minimum Work Experience
Minimum 7 years of progressive Human Resources or People & Culture experience.
Minimum 5 years of employee or labor relations experience.
Current or former experience within the healthcare industry preferred.
Experience supporting employees in a unionized environment and working with collective bargaining agreements (CBA) preferred.
Other Requirements
Proven problem‑solving and decision‐making skills with integrity in making difficult personnel‑related decisions.
Ability to communicate policy interpretations and decisions effectively.
Ability to respond to common inquiries or complaints from customers and regulatory agencies.
Ability to present information to management effectively.

Ability to organize and prioritize detailed tasks in a fast‑paced culture.
Ability to use sound judgment; work independently, with minimal supervision.

Travel between multiple locations in Orange and San Bernardino counties multiple times per month.

Supports abortion patients at all health centers through administrative, support, and non‑clinical services (a core duty of all employees).
Responsibilities
Administers human resource plans and procedures; assists in developing and implementing personnel policies and procedures; prepares and maintains the employee handbook and policies manual.
Partner with HR Leadership, employees, and management to communicate HR policies, procedures, laws, standards, and regulations.
Maintain and coordinate employee recognition programs and suggestion boxes; provide recognition usage data to managers.
Coordinate the annual employee engagement survey from distribution to data compilation and presentation to managers, and follow up on action items.
Act as an Employee Relations Specialist; coach, counsel, and guide managers before disciplinary actions.
Conduct internal investigations for policy violations, discrimination, harassment, and other employee relations matters.
Maintain tracking systems and accurate logs; complete reports and documentation of investigations.
Maintain confidentiality and organization of investigation files and information.
Conduct exit interviews, analyze data, and recommend corrective actions and continuous improvement.
Analyze trends and metrics with HR to develop solutions, programs, and policies.
Track employment metrics such as internal mobility and career progression.
Improve work relationships, build morale, and increase productivity and retention with management and team members.
Recognize emergency situations and take timely, appropriate action.
Facilitate or provide training to the workforce.
Manage job descriptions and analyze exemption status for new jobs.
Distribute and monitor employee performance evaluations; ensure timely completion; provide guidance on ratings and feedback.
Complete quarterly turnover reports for executive management; evaluate reports and recommend policies to improve efficiency and services.
Provide project management support for HR initiative development, implementation, and completion.
Maintain compliance with federal, state, and local employment laws and regulations.
Conduct interactive processes with managers and employees on and after leave of absence.
Assist the Employee Relations team in drafting policies and procedures.
Non‑Essential Functions

Physical Requirements Day‑to‑day tasks require standing, walking, stooping, pushing, pulling, and reaching (day‑to‑day). Less frequent lifting up to 50 pounds is required only up to 1/3 of the time. Extensive daily or weekly physical demands are not a core component of this role.
