The role of the Hybrid Cloud Management Lead Specialist is to serve as one of the lead specialists and strategic advisors for DHCS CA‑MMIS hybrid cloud technologies. The incumbent works in close coordination with the department’s Enterprise Technology Services (ETS) to ensure alignment with enterprise‑wide standards, integration strategies, and security protocols. This role provides expert‑level leadership in the planning, architecture, implementation, operations, and governance of hybrid cloud‑based infrastructure and services. The incumbent plays a key consulting role in shaping CA‑MMIS wide hybrid cloud strategies and delivering scalable, secure, and resilient hybrid cloud solutions to support service management and delivery; infrastructure operations; application and data integration across hybrid and multi‑cloud environments; security and compliance; and distributed systems management across vendor and state‑operated platforms.

This position is subject to the Department’s Conflict of Interest Code and requires filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

Working as a Work Week Group E employee, the incumbent is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office.

Knowledge of DevOps methodology.

Knowledge of state IT architecture and security requirements.

Knowledge of Information Technology Infrastructure Library (ITIL) framework and Information Technology Service Management (ITSM) processes and procedures.

Telework and Salary Information Telework: Eligible for up to three days per week and required to report in person a minimum of two days per week. Business travel may be required.

Salary Range: $9,507.00 – $12,740.00 (temporary PLP 2025 salary reduction not included). Effective July 1, 2025.
