Job Opportunity - Estimator - Program-Level Cost Integration | Capital Project - Oak Ridge, TN I'm seeking an experienced Estimator to lead consolidated, facility-wide cost modeling across a multi-discipline capital project entering advanced execution phases. This role sits on the owner’s side and integrates total CAPEX and lifecycle OPEX across engineering, procurement, construction, commissioning, and operational readiness. This is program-level cost authority, not just discipline estimating. Key Responsibilities Facility-Level Estimating & Integration Develop and maintain integrated cost models across all major systems, infrastructure, indirects, and owner’s costs Consolidate multi-scope and multi-contract inputs into a normalized program estimate Establish WBS/CBS structures aligned with project controls and financial reporting EPC Interface & Estimate Reconciliation Review and validate EPC contractor estimates, methodologies, labor norms, and indirect structures Lead estimate challenge sessions and reconciliation workshops Evaluate change orders, trends, and cost growth impacts at program level Risk & Scenario Analysis Develop parametric and factored estimates for early-phase decisions Support contingency modeling and risk-based estimating Analyze escalation, productivity, and market assumptions Project Controls Alignment Ensure alignment between estimates, budgets, and forecasts Maintain estimate basis documentation and version control What They’re Looking For Experience estimating large-scale industrial or infrastructure projects Comfort working across engineering, procurement, and construction scopes Strong EPC interface experience Background in energy, industrial processing, heavy manufacturing, or similar environments preferred If this sounds like you or piques your interest, don't hesitate to apply to this post or reach out to me directly at coleman.carpenter@lumicity.io and I'll be in touch promptly. ~ This position requires US Citizenship or Green Card AND eligibility for a Q Clearance ~ Job Opportunity - Estimator - Program-Level Cost Integration | Capital Project - Oak Ridge, TN
