Portfolio Specialist (Administrator I)

Job Overview The Maryland Department of Commerce’s Division of Business Growth & Attraction Office of Finance Programs & Incentives seeks a qualified Portfolio Specialist to support the administration of finance programs. The incumbent will accurately account for, manage, and analyze program activities of active client accounts, ensuring all compliance, legal and financial obligations of the program recipients are fulfilled.

Grade & Location Grade: 16 Location: World Trade Center – 401 East Pratt Street, Baltimore, Maryland 21202

Responsibilities

Monitor, manage, and analyze the portfolio of loans, grants, investments, and tax credit programs.

Assist in preparing financial statements in accordance with GAAP and produce legislative and management reports using USL General Ledger, Web Focus, Portfol, and FMIS.

Audit annual financial statements and prepare monthly cash reports.

Post to and maintain various sub‑ledger accounts; process billing, collections, and perform account reconciliations and research.

Coordinate preparation of Audited Annual Financial Statements, assist with budget preparation.

Advise management and make recommendations on program funding levels and related activities.

Travel to state locations as required.

Minimum Qualifications

High‑school diploma, GED, or equivalent.

Four (4) years of administrative staff or professional work experience.

Substitution options:

30 college credit hours for each year up to four years of required experience.

Bachelor’s degree in an accredited college or university in place of required experience.

Master’s degree in an accredited college or university in place of required experience.

U.S. Armed Forces commissioned officer experience with staff, policy, or operations functions, substituting for required experience.

Strong interpersonal, written, and oral communication skills.

Excellent analytical, organizational, and multitasking abilities.

Knowledge of governmental accounting principles and fiscal control reporting policies and procedures.

Skill in preparing, analyzing and interpreting financial reports and statements.

Preferred Qualifications

Bachelor’s or advanced degree in accounting, finance, business administration, or public administration from an accredited institution.

Three (3) of the four (4) years of experience in banking, including managing commercial credit portfolios.

Experience with collateral documentation, portfolio management, and general financial/accounting processes.

Experience using Customer Relationship Management databases, Financial Management Information System (FMIS), or comparable accounting software.

Licenses, Registrations & Certifications Employee may be required to operate a motor vehicle. A valid Maryland motor vehicle operator’s license is required if such duties are assigned.
