
Communications Specialist (Part-time)

The City of South St. Paul is seeking a part‑time (20 hours per week) Communications Specialist. The Communications Specialist supports the organization’s communications efforts by creating engaging short‑form content, maintaining digital platforms, and assisting with event promotion and coverage. This position plays a key role in ensuring clear, consistent, and visually compelling communication across social media, website, and newsletter channels.
Responsibilities
Support the Communication Coordinator by providing administrative and creative support as needed.
Write, edit, and proofread short‑form content for social media, website updates, newsletters, and other digital platforms.
Assist in developing and maintaining an editorial calendar to ensure consistent and timely communications.
Under the guidance of the Communication Coordinator, assist with redesign, update, and repurpose of existing content across multiple media channels to maximize reach and engagement.
Support organizational events through promotional content, preparation, and occasional on‑site coverage (including photography and/or video).
Assist with website updates, including basic formatting and content edits.
Collaborate with staff to gather information, stories, and visuals that support communication goals.
Ensure all communications align with organizational branding, tone, and messaging standards.
Perform other duties of a similar nature, level, or responsibility, as assigned and consistent with City needs.
Minimum Qualifications
Associate or bachelor’s degree (or current enrollment) in communications, marketing, public relations, journalism, or related field.
1–2 years of experience managing and creating content for social media platforms.
Experience creating digital and/or print materials.
Valid driver’s license and satisfactory motor vehicle report.
Desired Knowledge, Skills & Abilities
Strong writing, editing, and proofreading skills with attention to detail.
Familiarity with social media platforms including Facebook, Instagram, and LinkedIn.
Experience with Microsoft Office Suite.
Familiarity with design software such as Canva, Adobe Photoshop, and Illustrator.
Experience with video editing software such as Adobe Premiere Pro, DaVinci Resolve, or CapCut.
Basic knowledge of HTML for website content updates.
Photography and videography experience, including capturing and editing visual content.
Ability to manage multiple projects and meet deadlines in a part‑time capacity.
Strong organizational and communication skills.
Working Conditions & Physical Requirements The position requires work independently, collaboratively, and in public settings. Activities include standing, walking, speaking, hearing, sitting, balancing, stooping, kneeling, crouching, and reaching with hands and arms; frequent use of a computer and associated equipment. Occasional pushing, pulling, lifting, carrying, climbing, and crawling may be required. The work environment is primarily indoor, with occasional outdoor work and exposure to various weather conditions.
Employment Conditions
This position is classified as non‑exempt under the Fair Labor Standards Act and is eligible for overtime pay with prior authorization.
