Executive Director, External Business Services and Oversight
$186,624 - $231,192 Annually
The Executive Director, External Business Services and Oversight directs the activities of the Business Advisory Services Division; provides mandated and discretionary business and financial services to school and community college districts and other local education agencies (LEAs) within Los Angeles County; serves as a primary policy and administrative resource regarding school business, finance legislation, and financial compliance, ensuring the fiscal integrity, stability, and solvency of educational agencies under the responsibility of the Los Angeles County Office of Education (LACOE).
Qualifications Knowledge
Public school business administration and finance, including school district accounting, auditing, budgeting, and revenue determination
Business and financial management systems
Organizational and budgeting structures of school districts
State Education Code, Revenue and Taxation Code and other statutes, codes, rules, and regulations pertaining to all areas of school business and finance
Processes and structure for the adoption and implementation of state legislation
Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience Education: A bachelor's degree in business administration, finance, public administration, or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council on Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience: Seven years of experience providing fiscal and business management for a school district or county office of education, including three years of supervisory experience directing a financial or business operational unit.
Equivalency Provision A master’s degree in business administration, finance, public administration, or other fields closely related to the job requirements of this classification may substitute on a year-to-year basis for up to two years of the required general experience.
Additional Requirements A master’s degree with major coursework in business administration, public administration, or a closely related field is preferred. A valid driver’s license and the availability of private transportation or the ability to obtain transportation between job sites is required.
