Position Overview/Duties Serves as contract specialist responsible for pre‑award and post‑award actions, including price/cost analysis, negotiation, and administration for services, construction, supply and Architect‑Engineer (A‑E) requirements associated with Civil Works and Military funded projects, and work for others. Requirements typically involve A‑E, construction, and service contract requirements to include design, construction, operation and maintenance, and pre‑award and post‑award administration. The specialist is responsible for coordinating a number of contracts at the same time that are of a high dollar value and are complex/unique in nature, to support regional, national and world‑wide requirements. Applies the application of state‑of‑the‑art technology, i.e., Artificial Intelligence, as it affects or can be applied to all aspects of the acquisition process.
Serve as a Contract Specialist with responsibility for pre‑award and post‑award contracting functions for a variety of the more complex construction requirements such as commercial activities.
Analyze procurement directives to determine the method of contract (sealed bid
egotiated) most suitable contract types.
Perform pre‑and post‑award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of requirement through contract close out.
Manage
egotiate assigned contracts to ensure timely receipt of all specified contractual data.
Prepares contractual correspondence with contractor, including requests for contract deviations from contract requirements.
Utilize effective procurement processes and good management to ensure timely delivery of goods and services to the customer.
Interpret contractual obligations and to resolve any problems as a liaison to contractors for supply and service contracts.
Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Basic Requirement For 1102 Contracting Series Basic Requirement for 1102 Contracting Series: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24-semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows:
Served as a GS/equivalent‑1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency.
OR
Served as a military member in a comparable military occupational specialty.
OR
(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS‑1102 series on or before September 30, 2000.
Requirements In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Reviewing proposals submitted by contractors; AND 2) Preparing solicitation documents for maintenance or construction contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS‑09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, finance, or accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
