Responsibilities
If selected at the GS‑11 level, the below responsibilities will be performed in a developmental capacity.
Serves as a Contract Specialist, accomplishing negotiation, analysis, administration, evaluation and other pre/post‑award functions in support of assigned aircraft and equipment.
Acquisition planning, preparation of cost and price analysis for designated actions, contract negotiations, execution, and contract administration.
Evaluates contractors past delivery performance to use in pre and post award determinations.
Establish necessary administrative controls and procedures to ensure contract compliance.
Serves as the central point of contact for pre‑award and/or post‑award contracting actions, performing work associated with a wide range of contract types and contract methods for the procurement of items, services and materials.
Qualifications
Basic Contracting Requirement: Bachelor’s degree from an accredited institution OR current civilian employee in DoD or member of Armed Forces who occupied an 1102 contracting officer position or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 (special exemption for holders of 1102 position).
Contracting Officer Requirement for GS‑12: At least two years of experience in a contracting position.
Specialized Experience: One year of specialized experience directly related to this position. For GS‑12 must be at GS‑11 level or equivalent; for GS‑11 must be at GS‑09 level or equivalent.
Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the closing date.
Conditions of Employment
Must be a U.S. citizen.
Tour of Duty: Flexible.
Security Requirements: Non‑Critical Sensitive.
Appointment subject to completion of favorable suitability or fitness determination. Unfavorable background check results may lead to removal.
Fair Labor Standards Act: GS‑11 Non‑Exempt; GS‑12 Exempt.
Selective Service Requirement: Males born after 12‑31‑59 must be registered or exempt.
Recruitment Incentives: Not Authorized.
Bargaining Unit Status: Yes.
Pre‑Employment Physical: Not Required.
Requires REAL ID or other acceptable identification for federal facility access.
Financial Disclosure Requirement: Required.
Defense Acquisition Workforce position; must complete DoD certification and other requirements.
Education Substitution
GS‑11: Three (3) years of progressively higher level graduate education leading to a PhD or equivalent Doctorate degree, with transcripts submitted.
GS‑12: No education substitution at this grade level.
