About the Position Real Estate Specialist III provides expertise for Region 4 transportation projects in the specialized areas of real estate acquisition and relocation advisory services and oversees consultants engaged to perform acquisition and relocation services. This position is fully independent and takes on duties related to acquisition, relocation and property management activities.

Responsibilities

Review and evaluate Right‑of‑Way and engineering design plans to proactively identify issues associated with the property interests to be acquired; discuss issues with engineering, right of way plans personnel, and the review appraiser for correctness, thoroughness, and to understand and explain to landowners and Real Estate Specialists the impact of the project on the property and persons occupying such property.

Read, interpret and analyze title commitments, supporting closing documents and perform additional research and make recommendations for corrections and/or approvals.

Responsible for acquisition of mid‑to‑high‑level complexity real estate transactions on Region 4 construction projects.

Compile and organize information from right‑of‑way plans, engineering, environmental, utilities, and appraisal reports in order to prepare written offer packages, all in accordance with state and federal law.

Estimate the value of a non‑complex property using a waiver valuation.

Determine whether a waiver valuation is appropriate based on the initial estimate of value and its complexity.

Seek comparable sales in the market area; perform a comparative analysis to the subject property; prepare a brief report with findings; and seek approval of the just compensation estimate for presentation in a contractual offer.

Prepare waiver valuations, negotiate with property owners, tenants, or their representatives to acquire real estate interests needed, and assist in resolving potential construction problems.

Prepare diaries (negotiation logs) of all contacts with affected parties.

Prepare settlement documents, closing documents, and coordinate with title companies and attorneys when required.

Analyze counter‑offers made by property owners and prepare written recommendations for administrative settlements.

Determine when negotiations become futile and prepare condemnation packages for the Attorney General’s Office.

File documentation and reproduction throughout the transaction; transmit documentation to central files.

Contact property owners and negotiate purchase of real property interests needed for projects.

Exchange information: explain the acquisition process and project information to property owners, tenants, owner’s representatives or other interested parties; present the Department's offer of Fair Market Value; act as a liaison between the owner and department to address questions and concerns.

Participate in public meetings and other public involvement activities to advise potentially affected persons, owners or tenants of the acquisition and relocation processes and procedures.

Participate in project development/engineering design meetings, right‑of‑way plans preparation and appraisal meetings to advise project engineers, environmental staff, utilities staff and other right‑of‑way personnel on appraisal, acquisition and relocation matters.

Attend public meetings and conduct face‑to‑face meetings with landowners to introduce them to the acquisition and relocation processes.

Other duties as assigned.

Work Environment

Your schedule will be primarily between the hours of 8:00 am – 5:00 pm, Monday‑Friday, with opportunity for a flexible schedule.

Daytime travel during working hours is required throughout Region 4 to meet with landowners.

Required to drive CDOT vehicles.

Minimum Qualifications

Experience Only

– Six (6) years of full‑time professional experience in real estate, public administration, accounting, business, urban/regional planning, law, or other work related to the major duties of this position, which includes:

At least 2 years of experience primarily focused on real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal/valuation, right of way negotiations, land acquisition, relocation or land‑surveying.

Education and Experience

– A combination of relevant education and experience equal to 6 years. Education from an accredited college or university with coursework in real estate, public administration, accounting, business, urban/regional planning, law, or another field related to these duties will be considered. Full‑time professional experience with a primary focus on real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal/valuation, right of way negotiations, land acquisition, relocation or land‑surveying will be considered.

Preferred Qualifications

Years of state service experience related to the duties of this position.

Highest work/personal ethics and integrity.

Knowledge and understanding of real estate law, theory and practice, including document preparation, acquisitions, closings, determination of fair market valuation, condemnations and property leasing and management in a transportation context.

Experience reading and interpreting transportation design drawings and right of way plans.

Familiarity with CDOT and FHWA policies and procedural directives related to property management and acquisition.

Experience conducting property disposal transactions in compliance with state and federal requirements.

Familiarity with survey plans.

Excellent oral and written communication skills including presentation skills; ability to explain complex technical information in layman’s terms.

Strong customer service skills and experience; proven ability to deal with difficult customers and situations.

Excellent analytical, problem‑solving, reasoning and decision‑making skills.

Attention to detail and accuracy.

Conditions of Employment

Must pass a pre‑employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks.

A current valid driver license is required for all CDOT positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
