TMD - Property Manager I

Position Summary Performs routine (journey-level) consultative services and technical assistance work in real property management. Work involves field work, assisting with property research, data entry, supporting acquisition and disposition activities, and maintaining accurate records in agency databases. Employees at this level may rely on direction from others to solve problems that are not standard. Reports to the Real Property Manager IV and works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions and Responsibilities

Conduct field work, validating the existence of real property assets.

Complete agency and government forms and documents for retention and submission to headquarters level.

Assist in gathering and reviewing property-related documents.

Develop and maintain accurate Planning Resource for Infrastructure Development and Evaluation (PRIDE) data; ensure all required data is captured, entered, analyzed, and utilized to support the execution of the maintenance program.

Assist in developing schedules, procedures, and standards for achieving department goals and requirements.

Assist in performing basic property research, including verifying ownership, easements, and encumbrances.

Enter and update real property data in agency databases and spreadsheets; ensure accuracy and completeness.

Serve as liaison to other departments and staff in assisting and explaining PRIDE program specifics and requirements.

Communicate with internal staff and external stakeholders to obtain information and resolve routine issues.

Assist in preparing reports, visuals, and correspondence related to property transactions.

Input requisitions and monitor requisition statuses in CAPPS financial software for real property related payments.

Provide administrative and technical support for real property projects, including filing, scanning and organizing physical and electronic records.

Provide customer support by answering the Real Property telephone group line.

Attend work regularly and observe approved work hours in accordance with agency state employee policies procedures handbook.

May be required to perform duties in support of national emergencies, disasters, and other missions, to include on holidays and weekends.

Perform related work as assigned.

Qualifications Minimum Education : Graduation from an accredited four‑year college or university is required. (Substitutions allowed).

Minimum Experience : Two (2) years of experience in property management work, work order or data management systems and processes, land use, military facility operations, general administrative or military support work or a related field is required.

Required Computer Skills : Experience using Microsoft applications to include Microsoft Word, Outlook, and Excel.

Preferred Experience and Knowledge :

Experience or exposure to facility construction plans and drawings.

Experience with real estate and real property terminology.

Experience using the PRIDE program.

Coursework or experience in real property management, business, or geography.

Experience working in a military environment with military personnel or on a military installation.

Additional Years of Experience

may substitute for required education on a year‑per‑year basis.

Other Requirements

Background Investigation: Selected candidate must pass federal security background investigation, including a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF‑85.

Valid driver’s license and an acceptable driving record. Ability to obtain a Texas driver’s license within the first 30 days of employment is required.

Work Hours Monday and Friday, 8 hours a day, 40 hours a week.
