The

Human Resources Specialist

supports a wide range of HR functions for Clermont County Public Library, playing a key role in day‑to‑day HR operations. This position works closely with the Human Resources Director and provides administrative, coordination, and project support across recruitment, onboarding, benefits, records management, employee communications, and training.

This role is ideal for someone who is detail‑oriented, professional, and comfortable working independently while supporting a collaborative team.

You’ll support Human Resources operations by:

Maintaining accurate and confidential employee personnel and training files (electronic and paper)

Supporting recruitment efforts, including job postings, interview scheduling, reference checks, background checks, and applicant tracking system updates

Preparing and processing new‑hire paperwork and onboarding materials; entering employee data into internal and external systems

Coordinating new employee orientation and assisting with onboarding activities

Drafting and distributing HR communications such as job postings, staffing updates, newsletters, and employee recognition notices

Assisting with benefits administration, including census updates, premium verification, and employee benefit records

Supporting compliance with employment laws (FLSA, EEO, FMLA, HIPAA, ADA, etc.) and ensuring required postings are current

Maintaining HR procedures, job descriptions, and position competencies

Responding to basic HR and benefits questions from staff and referring complex matters to the HR Director

Coordinating training, continuing education, and conference logistics (registrations, scheduling, travel, tracking)

Preparing HR‑related purchase requisitions and reconciling purchases

Supporting meetings and committees, including preparing materials and distributing meeting notes

Providing general administrative and clerical support as needed

You’re a strong fit if you have:

Bachelor’s degree in Human Resources, Business Administration, or a related field (preferred)

At least 2 years of professional HR experience (public sector and/or union experience a plus)

Strong organizational skills with high attention to detail

Excellent written and verbal communication skills

Proficiency with Microsoft Office and comfort learning HR, financial, and applicant tracking systems

Ability to handle confidential information with professionalism and discretion

Strong customer service mindset and ability to work effectively with staff, leadership, vendors, and the public

Ability to manage multiple priorities, meet deadlines, and work independently

Availability to work evenings and weekends as needed

Reliable transportation for travel to library branches and community locations

Physical & Work Requirements

Ability to sit, stand, and walk for extended periods

Ability to lift and carry materials up to 50 lbs and move carts weighing up to 200 lbsAbility to perform light physical tasks such as bending, reaching, and using step stools or ladders

Manual dexterity to use office equipment (copiers, printers, phones, computers)
