Human Resources Specialist (Military/Info Sys)

This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Job Summary

The primary purpose of this position is to serve as Personnel Systems Manager (PSM) and direct the management of the Personnel Data System (PDS). Plans, directs, controls all aspects of the various Personnel Data Systems (PDS). Manages, directs, and controls the operation of PDS to include the Military Personnel Data System (MilPDS), Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM) and others; and related systems interfaces. Provides PDS customers with assistance/training. Provides military personnel advisory services to commanders and staff on all personnel systems programs. Requirements

U.S. Citizenship is required. Must be a current member of the AF Reserve or willing/qualified to join. The employee must obtain and maintain a Secret security clearance. Males must be registered for Selective Service. Total salary varies depending on location of position. This posn is subject to provisions of the DoD Priority Placement Program. Position may be subject to random drug testing. Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. Shift work and emergency overtime may be required. Employee must maintain current certifications. Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the 0201 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience in a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or L.L.M., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military personnel policies, procedures, rules, guidelines, publications. 2. Comprehensive knowledge of PDS applications and working knowledge of personal computers and software. 3. Ability to analyze data/products. 4. Understanding of the civilian personnel guidelines and master labor agreement. 5. Comprehensive knowledge of the entire personnel function. 6. Knowledge of systems interfaces as they pertain to the PDS. Ability to communicate effectively with diverse groups of individuals, both orally and in writing.
