Position Summary The Executive Director of Federal Programs supports improved student outcomes by providing strategic leadership for the planning, coordination, implementation, monitoring, and evaluation of all federally funded programs, aligned with the district’s instructional priorities and strategic plan. This role establishes and maintains overall organizational, managerial, and accountability structures and ensures compliance with all applicable Federal and State. The Executive Director cultivates collaborative partnerships with internal stakeholders and governmental agencies to maximize program effectiveness and sustainability.

Essential Duties

Great Teaching & Learning (Instructional Infrastructure):

Aligns federal program funding to district instructional priorities, school improvement goals, and student achievement strategies.

Supports implementation of Title-funded programs to increase equitable access to high-quality learning opportunities.

Collaborates with the Curriculum, Instruction, and Professional Learning department to ensure federal funding strengthens curriculum alignment and instructional coherence.

Monitors the effectiveness of districtwide federally funded interventions to ensure measurable impact on student outcomes.

Ensures integrity and accuracy of program data supporting evaluation, compliance reporting, and instructional decision-making.

Coordinates evaluation processes that inform continuous improvement of federally funded instructional supports.

Great People (Talent Management):

Builds leadership capacity across the system to implement federally funded programs with fidelity and impact.

Plans and delivers professional learning for district staff, supporting effective implementation of federally funded initiatives.

Provides guidance and technical assistance to school administrators and district leaders regarding allowable use of funds and compliance expectations.

Collaborates with internal departments to strengthen implementation coherence across instructional and operational teams.

Builds partnerships with state agencies and peer districts to strengthen innovation, alignment, and program effectiveness.

Supports stakeholder understanding of federal programs through ongoing communication, consultation, and responsiveness to emerging needs.

Builds trust, transparency, and shared ownership of federally funded initiatives across the district and community.

Establishes and communicates the vision, expectations, and policies guiding implementation of federally funded programs in alignment with district strategic priorities.

Represents the district at national, state, and legislative meetings, advocating for equitable access to federal resources that support student success.

Coordinates partnership activities to ensure meaningful collaboration among schools, families, community organizations, and external agencies.

Provides leadership supporting public understanding of federally funded programs through strategic communication, compliance transparency, and stakeholder engagement.

Promotes cross-departmental collaboration and shared responsibility for maximizing the impact of federal resources.

Supports organizational continuity by assisting departmental priorities during peak workload periods and districtwide initiatives.

Great Systems (Support & Accountability):

Ensures strong operational structures, compliance integrity, fiscal stewardship, and strategic resource alignment.

Plans, organizes, and directs implementation and monitoring of all federally funded programs aligned to district goals and accountability expectations.

Establishes and maintains organizational structures that ensure effective oversight, coordination, and evaluation of federal program implementation.

Manages multimillion-dollar federal and state program budgets, ensuring fiscal compliance, strategic alignment, and responsible stewardship of public funds.

Advises district leadership regarding federal, state, and interagency regulations impacting program implementation and recommends policy adjustments as needed.

Collaborates with senior leadership to ensure adherence to Board policies and regulatory guidance governing federal program operations.

Oversees the development and execution of reporting systems required by the U.S. Department of Education and the Oklahoma State Department of Education.

Coordinates the development of accountability tools and evaluation processes to monitor program effectiveness and continuous improvement.

Provides districtwide progress reports to the superintendent and senior leadership regarding program performance and compliance status.

Identifies and aligns grant opportunities across federal, state, and local funding sources to support district strategic priorities.

Maintains readiness for alternative service delivery structures during emergency or continuity-of-operations situations.

Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore, for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.

Physical/Mental Requirements

Must have adequate manual dexterity to write legibly and perform required duties on a computer.

Must have adequate visual acuity to read, interpret, and transcribe written material and perform other required duties.

Requires a normal range of hearing and clear speaking abilities to interact appropriately with others in person and on the telephone.

Requires some stooping, bending, stretching, and occasional lifting not to exceed 25 pounds.

Sitting for prolonged periods of time.

May periodically require work outside of normal business hours, including weekends, under sometimes stressful conditions in order to meet business needs and strict deadlines.

Work Environment

Office duties will be performed in a well-lighted, climate-controlled environment.

Will require time in office, as well as external meeting locations with community partners or schools throughout the OKC metro area.

May require participation in meetings and activities outside of normal business hours, including weekends and holidays.

May be required to work overtime, weekends, and holidays.

Able to bend and stoop, lift 25lbs, stand and/or sit for extended periods of time.

Compensation: 802/902
