Overview
GENERAL DESCRIPTION: Under the direction of the Wildlife Division Purchasing and Contracting Lead, this position performs advanced (senior-level) contract management work including evaluating a broad range of contracts and maintaining compliance with state procurement requirements. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records of items purchased, received, prepared, and issued. Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Complies with all statewide procurement guidelines administered by the Texas Comptroller’s office. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Responsibilities
Evaluate contracts and maintain compliance with state procurement requirements.
Plan, organize, and coordinate purchasing of commodities and services; prepare procurement documents.
Prepare specifications and oversee maintenance of detailed procurement records (purchases, receipts, preparations, issuances).
Monitor contract performance by reviewing billings, fiscal data, and eligibility determinations for contract terms and policies.
Ensure adherence to statewide procurement guidelines and agency procedures under minimal supervision.
Minimum Qualifications
Education: Graduation from high school or equivalent.
Experience: Three years of contract development, management or evaluation work. Two years of full-time work experience providing procurement/contract support. Four years of experience providing customer service or program support with data analysis related to contract and procurement policies and procedures to internal and external customers. Experience with an integrated financial system or automated purchasing system. Note: Experience may have occurred concurrently.
Licensure: Must possess or be able to obtain within 30 days of employment a valid state driver’s license. Must possess or be able to obtain within six months of employment a Certified Texas Contract Manager (CTCM) certification.
Preferred Qualifications
Education: Bachelor’s degree in Business, Public Administration, or closely related field from an accredited college or university.
Experience: Recent (within the last 5 years) State of Texas Contract and Purchasing support involving federal guidelines; experience in state procurement or contracting policies and procedures; experience purchasing/contracting at a Texas state agency, college or university, or local unit of government; experience using an automated purchasing system (CAPPS or Peoplesoft).
Licensure: Current Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD).
Knowledge, Skills, and Abilities
Knowledge of purchasing and procurement methods and procedures, state procurement principles and practices.
Knowledge of state contracting, purchasing and procurement policies and procedures as published in the Texas Procurement Manual and the Texas Contract Management Guide.
Knowledge of laws governing state purchasing and contracting regulations.
Knowledge of developing specifications, solicitation, negotiating and awarding contracts.
Knowledge of applicable local, state, or federal rules, regulations, and policies related to procurement and contract administration, including HUB program rules and regulations.
Knowledge of record-keeping and documentation practices necessary for procurement and contract management.
