Police Property Manager

Summary The Police Property Control Manager is a key member of the Charlotte‑Mecklenburg Police Department Leadership team directly responsible for leading and managing the Department’s Property & Evidence functions.

Major Duties and Responsibilities

Ensure all evidence and found property is received, stored, and disposed of according to CMPD policies and procedures.

Ensure employees use the electronic Property Management System (PLIMS) properly, verify items are in the correct location and handled according to disposition status; conduct routine audits and quality control measures.

Supervise multiple employees, including coaching, mentoring, performance appraisal, discipline, training, and scheduling.

Plan, direct, and coordinate the inventory of evidence using a bar‑code system; establish performance goals and targets; prepare and supervise work program.

Support property control issues and division office evidence pick‑up locations during business and non‑business hours.

Ensure daily evidence pick‑ups are completed and division offices are properly stocked and maintained.

Conduct special projects and tasks at the direction of Division and Bureau managers.

Ensure employees provide excellent customer service to internal and external stakeholders.

Respond to after‑hours call backs as directed.

Perform other duties as assigned.

Minimum Qualifications

High School Graduate or equivalent with at least nine (9) years of related experience; or Associate’s Degree with seven (7) years of experience; or Bachelor’s Degree with five (5) years of experience; or Master’s Degree with one (1) year of experience.

Knowledge, Skills, and Abilities

Effective oral and written communication.

Ability to establish effective working relationships with employees and the public.

Analytical problem‑solving skills and ability to make sound recommendations.

Knowledge of evidence chain of custody and handling procedures, including basic knowledge of firearms and firearms safety.

Physical Requirements

Maintain physical condition for sitting, standing, climbing, or walking for extended periods.

Light to moderate lifting and carrying; occasional crouching, stooping, squatting, crawling, reaching, pushing, and pulling.

Adequate vision, hearing, and speech required.

Sensory Requirements

Concentrated and attentive use of visual, auditory, and other senses for proofreading, data entry, and tabulating data.

Ability to operate in an environment with frequent interruptions, potentially causing stress, fatigue, or strain.

Comprehensive written communication skills for work‑related documents.

Ability to hear, understand, and distinguish speech.

Working Conditions Work is performed in an indoor office environment with moderate exposure to atmospheric conditions and frequent exposure to computer screens, files, and phone.

Employment Conditions Final candidates must pass a pre‑employment hearing, vision, and psychological evaluation; pass a drug‑screening test and physical examination; and may be asked to take skills tests or participate in additional assessments. Background checks are required and must comply with federal and state statutes.
