Responsibilities This highly responsible professional position in the Director’s Office for the Division of Disease Control and Health Protection provides budget and fiscal oversight for bureau activities, implements business management practices, and evaluates productivity and performance of the bureau’s programs. The incumbent works closely with the fiscal teams, bureau chiefs, and the director’s office.

Primary duties include:

Serving as the primary contact for the Division of Finance and Accounting and the Office of Budget and Revenue Management (OBRM) to resolve deficit discrepancies by reviewing state accounts daily.

Submitting program corrections for processing regarding expenditure errors and budget adjustments.

Reviewing and completing the director’s office spending plan and analyzing expenditures to meet OBRM requirements.

Monitoring contractor and service requisitions to ensure payments are processed correctly per the AOD system, minimizing reversions.

Reviewing all purchase requisitions for cash balances to ensure fiscal resources are not exceeded.

Co‑conferring with vendors and program staff to identify problems and improvements related to hours changes in IT and service requisitions.

Preparing, executing, and submitting invoice payments for requisitions up to and over $1,000,000.00 as requested by division programs.

Analyzing encumbrance reports and working with budget staff to address overspending of allocations.

Ensuring prompt payment of invoices per Florida Statute 215.44, DOHP 56‑29‑18 and Florida Administrative Code 691‑24‑002 and reporting any delays.

Providing rudimentary advice and support for program requests, and keeping the supervisor and division administrator informed of payment issues and budget problems.

Performing other duties as assigned.

Knowledge, Skills & Abilities • Knowledge of evaluation and quality management principles; proficient in Microsoft Office suite including flowcharts, organizational charts, budget and revenue management reports, spending plans; familiarity with state budget and accounting principles and methods.

• Ability to establish and maintain effective working relationships, communicate effectively in writing and verbally, analyze data, interpret findings, solve problems, and adapt to changing processes.

Minimum Qualifications

Experience with encumbrance reports.

Experience paying vendor contractor invoices through the AOD system.

Preferred Qualifications

Experience applying Florida Statute 215.44 and Florida Administrative Code 691‑24‑002.

Experience with state accounts.
