Title: Assistant Property Manager (RAD) Reports To: Property Manager Department/Division: Operations/Property & Asset Management FLSA Status: Non-Exempt Position Summary

Responsibilities Responsible for assisting in managerial and administrative work involving the management and operation of INLIVIAN affordable properties and non-residential properties. The duties illustrate the types of work that may be performed. Responsibilities include, but are not limited to the following: Reviews and monitors Tenant Account Receivable (TAR) reports and carries out the accounts receivable/rent review and collection process in a timely manner. Accepts rental payments and processes in accordance with INLIVIAN procedures. Follows up on delinquencies by arranging late payment agreements, collecting rent in person, scheduling grievance hearings, or initiating the eviction process as appropriate. Testifies in court as necessary. Processes all accounts receivable billing (rents, work order charges, misc. charges, etc.). Meets with prospective residents, identifies housing needs, and interviews them to determine eligibility based on established criteria. Checks all applicants through Enterprise Income Verification System (EIV). Shows vacant units to prospective residents, assists in processing applications, quotes prices, describes features, discusses terms of lease, and communicates property and community amenities. Maintains quality control on resident records and files to ensure consistency and compliance with regulations. Processes move-outs, including move-out inspections, exit interviews, prorating rent, calculating charges, and tracking files. Coordinates disposition of paperwork relating to renting or vacating housing units per procedures. Coordinates preventative maintenance by identifying repairs, reporting needs, and performing weekly inspections to identify unsafe conditions. Receives calls from residents and prioritizes work orders, entering data into computerized systems and routing to maintenance personnel. Maintains daily log of work orders and updates status; maintains work order files for each unit. Conducts annual customer service and follow-up inspections and move-in inspections. Assists in advertising to increase applicants and assists in drafting advertisements as needed. Acts as liaison with resident associations, informs residents of policy changes, and may assist in developing resident activities and incentive programs. Recruits and coordinates with groups capable of providing resident services; collaborates with INLIVIAN departments to ensure residents receive available services. Monitors lease compliance, reports fraud, investigates violations, and communicates required remedies to residents. Coordinates vacancy preparation and UPCS inspections and necessary repairs. Completes initial re-certification as needed and acts as Property Manager in absence. Generates reports and provides support documentation; attends meetings when PM is unavailable. Stays updated on applicable housing program rules, regulations, and INLIVIAN policies. Ensures adherence to ethical use of INLIVIAN materials and assets; performs other duties as assigned. Education and Experience

High School Diploma or GED required. Associate’s degree in Social Work, Public Administration, Business Administration or related field desired. One year of clerical or property management experience, or equivalent. Certifications

The following certifications must be obtained within twelve months of employment or as allowed by leadership: Accredited Residential Manager; Enterprise Income Verification System (EIV); Fair Housing; Tax Credit (NCP, C3P or equivalent) if applicable; HCV Rent Calculation. Knowledge and Skills

Thorough knowledge of INLIVIAN operating policies and HUD regulations for low-rent housing; familiarity with local social service agencies. Knowledge of leasing procedures, recertification, public housing standards, and housing quality standards. Experience in housing assistance programs or social services; general knowledge of landlord-tenant law, procurement regulations, and OSHA requirements. Ability to document events clearly in writing; read and comprehend complex material. Ability to communicate effectively with diverse populations and establish working relationships with staff and external parties. Ability to interview and counsel residents with tact and diplomacy; manage competing demands and change; prepare clear reports; operate INLIVIAN computer systems. Strong communication skills in speaking and writing. Supervision and Work Environment

The Assistant Property Manager receives instructions from the Property Manager. Work is performed indoors and outdoors; occasional after-hours emergencies may occur. The position requires physical capability for walking, climbing stairs, lifting, and other tasks; accommodations may be requested. Other Requirements

Must possess a valid State of North Carolina or South Carolina driver’s license and regularly participate in continuous improvement and education. Must work with the highest degree of confidentiality.
