Learning and Development Associate Director

United Contractors (UCON) is looking for an experienced Learning and Development (LD) leader to spearhead the design and implementation of a new Professional Development program for both our contractor member companies and the broader construction industry across California.

UCON is a high‑impact trade association representing over 800 union‑signatory construction and associated firms. We empower, advocate for, and support California’s union contractors.

About the Role The role involves identifying and designing comprehensive learning frameworks for the construction industry at all levels, from C‑Suits to field leaders. It includes creating courses that focus on technical and interpersonal skills essential for talent development and employee retention, and building a program that becomes the gold standard across the industry.

Key Responsibilities

Conduct a structured Learning Needs Assessment (LNA) for members.

Evaluate UCON member survey results and session feedback to identify trends and update LNAs.

Identify specific learning objectives and outcomes for LD offerings.

Identify and schedule internal and external LD instructors.

Create and facilitate multi‑modal learning solutions, including in‑person workshops, virtual sessions, and asynchronous learning.

Manage training vendors, onsite logistics, budgets, and program logistics for both in‑person and virtual offerings.

Administer the operational execution of learning programs, including instructor coordination, scheduling, communications, and post‑program follow‑up.

Develop and implement a shareable certification program.

Oversee implementation of a structured Learning Management System (LMS) to assign and track learning completion for members and employees.

Collect and analyze participation and completion data to assess effectiveness.

Use data to communicate the value and impact of externally sourced LD offerings.

Ideal Candidate Profile

Strong foundation in adult learning and program design.

Comfortable creating structure where none exists and turning insights into action.

Ability to balance high standards for quality with moving forward in fast‑moving environments.

Capacity to stay close to both strategy and details.

High emotional and social intelligence in relationship‑driven, strategic settings.

Data literacy and comfort using participation data, feedback, and outcomes to improve programs.

Trust‑building skills with stakeholders, including contractors, instructors, vendors, and leaders.

Confident, solution‑oriented problem solver comfortable navigating complex challenges.

Strong communicator, written and verbal, with clear, concise thinking.

Self‑directed but collaborative, comfortable with autonomy and cross‑functional teams.

Knowledge of effective training program design.

Proven track record creating and delivering results across diverse stakeholders.

Preferred Qualifications

At least 5 years of experience in LD.

Experience in construction, skilled trades, manufacturing, or another operational environment (highly desirable).

Hands‑on experience designing and delivering learning programs.

Experience implementing or administering an LMS.

Familiarity with adult learning frameworks and instructional design principles.

Experience in a member‑based organization, association, or customer‑focused environment.

Bachelor’s degree in Human Resources, Organizational Development, Education, or equivalent.

Extensive expertise in adult learning principles, instructional design, and e‑learning authoring tools (e.g., Articulate 360, Captivate).

Proficiency with LMS and Microsoft suite tools.

Exceptional presentation, communication, and project management skills.

Professional credentials such as ATD’s CPTD (highly valued).

Pay Range: $100,000 – $140,000
