General Statement of Duties Performs complex technical and difficult administrative work overseeing the consolidated 911 communications center operation. Distinguishing Features of the Class An employee in this class is responsible for planning, directing and coordinating all operations of the 911 communications center, including the dispatching of law, fire and EMS personnel, creation of street signs, training programs, and maintenance of databases. Work generally requires the employee to be responsible for staff supervision, policy planning, and oversight of operations, evaluation and reports. Considerable independence, initiative, judgment and ability to make effective decisions are required in all aspects of work. Guides may include State and Federal laws, county ordinances, and departmental policies and procedures. Work is performed under general supervision of the County Manager and is evaluated through observation, conferences, reports and records. Illustrative Examples of Work Plans, directs and evaluates the operation of the Communications Center. Either directly or indirectly through subordinates’ hires, trains, supervises, counsels, disciplines and evaluates the work of subordinate staff. Oversees either directly or indirectly that employees are receiving proper training and continuing education. Acknowledges and resolves employee concerns, complaints and problems. Oversees either directly or indirectly the preparation of work schedules and staff assignments and ensures that duties are performed correctly. Develops and implements communications policies and procedures; monitors operations for quality assurance and effectiveness. Writes and revises departmental and standard operating policies and procedures. Receives and responds to complaints from the general public; conducts internal investigations of inappropriate behavior or actions by staff personnel. Makes recommendations to the County Manager and Board of Commissioners on the purchase of equipment, software and services. Submits monthly reports to County Manager and Board of Commissioners as needed. Determines training needs and oversees the training program. Oversees operations of the street sign department. Oversees operations of the radio shop. Oversees the maintenance of the Computer Aided Dispatch (CAD) system and the 911 System database. Either directly or indirectly, subordinates oversees the International Academy of Emergency Dispatch (IAED) program to ensure that protocols are adhered to. Either directly or indirectly through subordinates compiles and prepares reports from CAD and other systems at 911; reports may be forwarded to agencies, the general public and/or may be used for court purposes or investigations. Appears in court to present information when subpoenaed. Oversees the department record retention plan and sees that records are supplied in accordance with NC State standards. Coordinates with representatives from Police, Sheriff, Fire, EMS and Rescue Offices to strategize on effectiveness and efficiency in delivering services. Prepares departmental budget and monitors expenditures. Oversees expenditures for ETSF Emergency Telephone Surcharge Fund. Educates the public on 911 Center operations. Adheres to the department’s safety rules and regulations. Performs other related duties as required. #J-18808-Ljbffr
