Employee & Labor Relations Analyst I/II

Under general direction, the Employee & Labor Relations Analyst I/II provides labor relations support and acts as agency liaison in the areas of discipline and grievances; conducts workplace investigations and drafts investigatory reports; drafts and reviews disciplinary documents, reviews and interprets collective bargaining agreements/memorandums of agreements; and performs other related work as required. The ideal candidate will be an experienced labor relations professional who is self-motivated with an aptitude for independent judgment, and a critical thinker with proven ability to take charge of multiple projects at the same time and see them through to completion. Experience performing generalist and/or specialist analytical labor relations work such as conducting workplace investigations and drafting discipline documents within a unionized public sector environment is highly desired. In addition, the ideal candidate for this position will enjoy working in a very fast-paced, dynamic environment, and have the proven ability to collaborate with various groups. Personnel Analyst I: $85,882.14- $120,246.78 annually Personnel Analyst II: $98,323.00 - $137,665.71 annually Duties may include, but are not limited to: conducting investigations of alleged misconduct, unfair labor practices, poor performance, and allegations of illegal discrimination; advising and assisting management with developing disciplinary letters and recommended actions; analyzing, interpreting, and enforcing Personnel Rules and Regulations, collective bargaining agreements, and County policies related to terms and conditions of employment; consulting with and providing advice, support and training for department managers/supervisors on labor relations matters such as performance management discipline, investigations, and contract grievances; may consult with private agencies, municipalities, state and federal agencies; may conduct client discrimination complaints; perform other duties as required. These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list. Education/Experience: Personnel Analyst I: Any combination of education, training and experience which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills and abilities can be met by some experience in human resources working for a large public or private employer. Personnel Analyst II: Considerable experience in human resources or labor relations in a collective bargaining environment which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities can also be obtained by progressively responsible experience as a specialist providing highly specialized personnel (labor relations) services. This position requires occasional travel to various work sites throughout Ventura County.
